Este artigo trata da presença das elites científicas e tecnológicas na implementação de políticas locais de Ciência e Tecnologia (C&T) no Brasil. Nas últimas décadas houve um crescimento acentuado de municípios formulando políticas próprias na área de ciência e tecnologia de modo a articular conhecimento científico e programas locais de desenvolvimento. A questão que o presente artigo se propõe a discutir é a presença das elites científicas locais na definição das políticas de C&T no âmbito municipal e como elas se articulam com os gestores públicos. Foi realizado um estudo de caso no município de São Carlos (SP), dado a existência de um polo de alta tecnologia articulado com instituições de pesquisa e de ensino superior. No final dos anos 90 foi criada no município uma Secretaria Municipal na área, que foi utilizada como base de análise. Verificou-se que essas elites científicas atuam de maneira consistente em seus domínios acadêmicos, porém são subalternas no processo de institucionalização da área de C&T no plano local.
O artigo trata de uma pesquisa que teve como objeto o processo de transição capilar relacionado aos usos de plataformas de mídias digitais no Brasil. Seu objetivo foi compreender os impactos deste processo para a construção de identificações de mulheres negras e não-negras, considerando as representações acerca do cabelo crespo e da população negra. Foi realizada através de uma etnografia por meios digitais e teve como materiais publicações de um blog sobre transição capilar, a observação de uma amostra de grupos na plataforma Facebook e relatos fornecidos através de um questionário estruturado. A transição capilar tem impactado a construção de identificações de parte dessas mulheres que negociam e produzem formas de autorrepresentação em um contexto de disputa pelo significado do uso do cabelo natural.
As primeiras décadas do século XXI foram marcadas por profundas transformações econômicas, políticas, culturais e subjetivas. As reflexões sobre essas mudanças (quase) sempre trazem a discussão dos usos sociais da internet seja pela dimensão do desenvolvimento, disseminação ou usos das ferramentas tecno-comunicacionais que ampliam as relações mediadas digitalmente.
