ResumenEn el presente trabajo se analiza el comportamiento individual frente al pago de impuestos, pero desde una óptica diferente a la comúnmente adoptada: la moral fiscal. Utilizando datos del Latinobarómetro (Corporación Latinobarómetro, 2005) para el Cono Sur, se estima la relación entre la moral fiscal, una serie de variables socioeconómicas que caracterizan al individuo y variables de percepción. Estimando modelos probit ordenados y mínimos cuadrados ordinarios, se encuentra en general una mayor moral fiscal para las personas más educadas, de mayor edad, casadas o en unión libre, con menor privación relativa, más orgullosas de su nacionalidad, satisfechas con la democracia, que confían en el presidente y las instituciones de su país. Las plataformas de la economía gig tienen el potencial de contribuir a mejorar la inclusión financiera de las mujeres. En esta publicación se presentan los resultados de una encuesta sobre las condiciones socioeconómicas y financieras realizada a cerca de 1,000 trabajadoras de la economía doméstica de cuatro plataformas en Argentina, Chile, Colombia y México. Se presenta el marco muestral, ficha técnica y principales resultados en perfil socioeconómico, relación con la plataforma, ingresos, inclusión financiera, y perspectivas de ahorro y crédito.
En el presente documento se identifican y comparten las buenas prácticas que pueden replicar los bancos nacionales de desarrollo para potenciar el acceso, uso y calidad de financiamiento a mipyme de mujeres. Se trata de herramientas y prácticas que sirven tanto para motivar la demanda que se autolimita (empresarias que no solicitan un préstamo) como para fortalecer la oferta de crédito que no está cubriendo las necesidades, no se ajusta a las características de las empresas de mujeres o se desvía a otros clientes. Dentro de los principales hallazgos recopilados, se mencionan el diseño de productos con consideraciones no financieras (como asesorías personalizadas, capacitaciones, actividades de networking y fortalecimiento de capacidades, entre otras), así como el gestionar la creación de productos financieros basados en segmentaciones y en indagaciones detalladas del mercado de las empresas de mujeres. Al mismo tiempo, se plantea realizar alianzas con instituciones especializadas en la materia y considerar mecanismos digitales para soluciones acotadas.
El documento, presentado en forma de guía práctica, mapea los aspectos principales que los bancos nacionales de desarrollo deben tener en cuenta al momento de atender a las mujeres empresarias. Dentro de dichos elementos, se presentan los principales arreglos desde la óptica de: datos, actuación de segundo piso, servicios no financieros, transformación institucional, e impactos diferenciados del COVID-19.
