La geopolítica, desde el concepto acuñado en 1917 por Rudolf Kjellen, ha estado en continua evolución hasta el día de hoy. Desde la incorporación de las representaciones, la primera ha sido de vital importancia en los análisis de diferentes conflictos territoriales. A través de un análisis geopolítico es que en el presente artículo se pretende comprender las representaciones geopolíticas en la zona de Campos de Hielo Sur, el último problema de límites que aún se mantiene en suspenso entre Chile y Argentina y el cómo es que ambos países han discutido el problema a partir de una serie de representaciones en las que los mapas han constituido la imagen del uno frente al otro, privilegiándose de este modo la competencia entre los Estados.
Chile y Perú han desarrollado una nueva etapa de tensiones en sus relaciones internacionales. Tras el fallo de la Corte Internacional de Justicia (CIJ), se ha generado un escenario en donde ninguno de los dos países obtuvo el resultado deseado. Más que el fracaso jurídico de los agentes en obtener sus pretensiones de máxima, el proceso ha exhibido dos resultados: 1) el fracaso de la diplomacia como una herramienta creíble para sostener y concretar negociaciones de buena fe, y; 2) la incapacidad de acordar condiciones de acumulación y distribución del poder geopolítico en el Cono Sur. Así, la Corte Internacional de Justicia se ha convertido, en un actor de relevancia para comprender la construcción de una nueva narrativa geopolítica.
RESUMEN-el desarrollo histórico de los estados ha condicionado sus fronteras, pero también en el choque de representaciones geopolíticas, como la controversia de nicaragua-Colombia presentado en la Corte internacional de Justicia. Los archipiélagos de san andrés, Providencia y santa Catalina, se encontraban en manos colombianas desde 1928, pero nicaragua alegó definir una nueva línea que incluyera su propiedad, la plataforma continental y la Zona económica exclusiva. Por ello, se pretende analizar los principales aspectos históricos y geopolíticos, utilizando una metodología cualitativa, con un marco temporal entre 1928 y 2012, que busca comprender el fallo de la Corte.
El agua en la actualidad es uno de los principales factores de estudio, que adquiere un rol geopolítico por los conflictos que se generan y las cantidades que se estiman en torno a su disponibilidad. Campos de Hielo Sur, ubicado en la Patagonia, constituye una de las reservas más grandes a nivel mundial de este líquido, por lo cual, su relevancia será crucial en el desarrollo de Chile y Argentina. La presente investigación analizará, bajo una metodología cualitativa, el rol del agua en la zona de Campos de Hielo Sur, mediante la revisión de autores de la geopolítica francesa, el desarrollo de sus principales ideas, y la aplicación de ellas en la zona del Cono Sur americano, además de los nuevos enfoques con respecto a la “guerra por los recursos” y como el agua, de vital relevancia en la vida de las personas, se transforma en un punto de conflicto en el futuro.
Durante el periodo de la independencia, las acciones marítimas fueron fundamentales en la consolidación de la libertad, algo que Chile no logró en la Patria Vieja pero si en el gobierno del general O’Higgins, que buscó crear una Armada que fuese capaz de enfrentar las expediciones que llegasen desde la península, destacando la toma de la fragata María Isabel, antigua fragata rusa adquirida por España para recuperar sus colonias. Por medio de una investigación cualitativa, se busca comprender el dilema de los barcos rusos, la relevancia de este hecho en la expedición española de 1818 y la independencia chilena.
