Based on the inter-provincial high-tech industry panel data from 2010 to 2016 in China, this study constructs static and dynamic panel models, respectively, to study the relationship between high-tech industry agglomeration and high-tech export product upgrading, and makes an in-depth discussion on open innovation to achieve sustainable development through industry agglomeration. This paper studies and tests the transmission mechanism between high-tech industrial agglomeration and export product upgrading, which makes up for the research gap in industry agglomeration. The results show that: (1) China’s high-tech industry agglomeration has a significant positive effect on its export industry product upgrading. (2) Regional education has a significant positive effect on the high-tech industry’s export product upgrading, and the influence of high-tech industry agglomeration on export product upgrading is negatively regulated by regional education. (3) From the perspective of influence mechanism, high-tech industry agglomeration has a positive effect on high-tech export product upgrading mediated by innovation and openness (open innovation), and then affects the sustainable development of a regional economy. (4) The high-tech industry agglomeration has a heterogeneous effect in promoting their export products; in terms of scale, the promotion effect is more significant in the large enterprises than small- and medium-sized enterprises; in terms of region, the eastern and western regions have a more significant role in promoting export product upgrading; in terms of industries, the electronic and communication equipment manufacturing industry has the most obvious promotion effect. Based on the research results, this study puts forward policy suggestions such as increasing investment in high-tech industries, strengthening the degree of opening to the outside world, encouraging enterprise innovation, and promoting balanced development of the industry.
Will public attention to the environment affect the green behavior of enterprises? This paper collected the panel data of steel enterprises in China from 2009 to 2017, evaluated the green investment efficiency by the measurement of the slack model (SBM) and the “super efficiency” (DEA) model, and studied the impact of public environmental attention on green investment efficiency. Firstly, public environmental attention has significantly promoted enterprise green investment efficiency; Secondly, the business environment has significantly promoted enterprise green investment efficiency, and the influence of public environmental attention on enterprise green investment efficiency is positively regulated by the business environment; Thirdly, the influence mechanism of public environmental attention on the promotion of green investment efficiency comprises environmental regulation and environmental responsibility; Fourthly, public environmental attention has a heterogeneous effect on the promotion of enterprise green investment efficiency. The promotion of public environmental attention on green investment efficiency is more significant for large enterprises than medium-sized enterprises. The effect of the promotion of public environmental attention on green investment efficiency is more significant for state-owned enterprises than private enterprises. The promotion of public environmental attention on green investment efficiency is more significant in eastern China than in central and western China.
Industrial agglomeration is currently an important mode of industrial organisation in China’s regional economic development. Many provinces rely on their favourable resource and location advantages to formulate corresponding industrial agglomeration policies. Industrial agglomeration policies produce agglomeration effects, which enable enterprises in the agglomeration area to gain external advantages such as labour, resources and technology, effectively improving productivity and promoting sustainable local economic development. Based on the inter-provincial industry panel data from 2008 to 2017, the static benchmark regression model and dynamic GMM model are constructed to study the relationship between industrial agglomeration, labour productivity and exports, and to explore their interaction mechanism and practical effects. The study shows that, firstly, industrial agglomeration in China significantly contributes to industrial exports. However, in the long run, industrial agglomeration has a positive and then negative effect on industrial exports, with an inverted U-shaped curve. Secondly, the relationship between industrial agglomeration and industrial exports is negatively influenced by labour productivity. Finally, based on the perspective of regional heterogeneity, the impact of industrial agglomeration on exports is not significant in industrial base regions, but shows a significant promotion relationship in non-industrial base regions. Moreover, the impact of industrial agglomeration on industrial exports is not significantly different between coastal port regions and non-coastal port regions. Based on the research results, this paper puts forward targeted policy recommendations such as changing the competition model, increasing the introduction of talent and adjusting the industrial structure.
