Total Quality Management (TQM) is widely accepted as a management process in the industry to meet changing and competing in the marketplace as well as focusing on quality in the management of the production of goods and their services. Most researchers agreed that TQM practices in the industry can be adapted and practiced in educational institutions. They also believed that the principles of TQM practice can contribute to enhancing performance in higher education. This article aims to provide a framework or measurement instrument that emphasizes on continuous improvement for TQM practice measurement at higher education institutions. This instrument is based on a comprehensive theoretical and literary study of previous studies, particularly in the environment of TQM practice measurement in education. In addition, the TQM philosophy and comparative analysis of the use of TQM in industry and higher education provide theoretical and practical background for this article. TQM analysis in higher education is done by considering various critical factors such as existing educational practices and TQM practice barriers. Analysis also focuses on customer orientation, continuous improvement, and employee engagement at all levels. This paper proposes ninedimensional measurement instruments that can be used as self-assessment in higher education institutions. These nine dimensions are the top management commitment; strategic planning; focus on customer satisfaction; data and information management; human resource management; system and management processes; campus facilities: teaching and learning delivery; and benchmarking.
This study examines the moderating impact of leadership practices (LP) in TQM and organizational performance (OP). Through literature review, four hypotheses were derived which are tested in the UAE to better understand the nature of the relationship between TQM and LP as well as the impact of TQM on OP in the public sector departments in the UAE. Data were collected by distributing questionnaire to 230, data we analyzed by using descriptive and inferential statistics. The research showed the impact of LP on TQM and OP.
This study aimed to investigate the practice of transformational leadership among academic administrators of a faculty at one of the public universities in Malaysia. Further, this study measured the level of leadership outcomes namely extra effort, effectiveness, and satisfaction. This study used all its population in the faculty, which consists of 71 full-time academicians. The MLQ 5X-Short was utilized as an instrument used to obtain the data. Academicians perceived their academic administrators' leadership style as transformational (M = 2.42, SD = .55). The most practiced leadership style was inspirational motivation (M=2.72, SD = .60), followed by idealized influence (behavior) (M = 2.60, SD = .63) and idealized influence (attributed) (M = 2.42, SD = .64). The least frequent types of leadership styles were individual consideration (M=2.05, SD = .65), and intellectual stimulation (M = 2.32, SD = .71). However, the findings of this study revealed that the mean scores of the academicians at the university were below the mean scores of the normative sample for all transformational subscales. The result described that academic administrators displayed transformational leadership styles less than the normative sample. The study also discovered that the mean scores of the academicians were below the mean scores of the normative sample for all the leadership outcomes factors: extra effort, effectiveness, and satisfaction.
The purpose of this paper is to provide a comprehensive Total Quality Management (TQM) practices measurement instruments in Higher Education Institutions (HEIs) based on previous studies. HEIs just like other industries are facing challenges in order to survive. Today, quality has become important and a must for every marketable product or service due to the business world becomes more and more complex and competitive. In this context as a management process, TQM has been accepted to cope with the changes in market environment and to focus on continuous quality improvement. Many authors believed that the principles of TQM can contribute to the continuous improvement of HEIs. This paper provides a measurement instruments for TQM practices that emphasis on continuous improvements for quality measurement in HEIs. This instrument is based on a comprehensive study of previous studies of TQM practice measurement in education. Analysis focuses on customer orientation, continuous improvement, and employee engagement at all levels. This paper proposed nine dimensional measurement instruments that can be used as self-assessment in HEI. These nine dimensions are: leadership or top management commitment; strategic planning; customer focus and satisfaction; measurement, analysis, and knowledge management; human resources management; system and management processes; course delivery; campus facilities; and benchmarking and partnership. Measurement instruments were selected based on number of dimensions used from previous study and customers’ perception on dimensions of quality, their rating of importance and their overall evaluation of the service provider.
