Over the past century, agricultural land use in the United States has seen drastic shifts to support increasing demand for food and commodities; in many regions, this has resulted in highly simplified agricultural landscapes. Surmounting evidence exhibits the negative impacts of this simplification on the long-term provisioning of necessary ecosystem services to and from agriculture. However, transitions toward alternative systems often occur at a small scale, rather than at a systemic level. Within the National Research Council's (NRC) sustainable agricultural systems framework, we utilize national open-source datasets spanning several decades to broadly assess past and current agricultural landscapes across the U.S. We integrate and analyze agricultural land use and land cover data with policy data to address two main objectives: (1) Document and visualize changes over recent decades in cropland conversion, agricultural productivity, and crop composition across the U.S.; and (2) identify broad policy changes of the U.S. Farm Bills from 1933 to 2018 associated with these land use trends. We show that U.S. agriculture has gradually trended toward an intensely regulated and specialized system. Crop production is heavily concentrated in certain areas, larger farms are getting larger, while the number of smaller operations is decreasing, and crop diversity is declining. Meanwhile, federal agricultural policy is increasing in scope and influence. Through these data-driven insights, we argue that incremental and transformative pathways of change are needed to support alternative production practices, incentivize diversified landscapes, and promote innovation toward more sustainable agricultural systems across multiple scales.
The feminization of agriculture narrative has been reproduced in development literature as an oversimplified metric of empowerment through changes in women's labor and managerial roles with little attention to individuals' heterogeneous livelihoods. Grounded in feminist political ecology (FPE), we sought to critically understand how labor and managerial feminization interact with changing agricultural practices. Working with a local NGO as part of an international, donor-funded research-for-development project, we conducted semi-structured interviews, focus group discussions, and participant observation with over 100 farmers in Mid-Western Nepal in 2017. Household structure and headship are dynamic in the context of male out-migration, pushing women to take on new agricultural duties and increasing household labor responsibilities. In this context, decision-making processes related to agricultural management and new cultivation practices illustrate ongoing renegotiations of gender and cultivation practices within and beyond the household. We contend that the heterogeneity of household power dynamics muddies the empowering impacts of migration and emphasize the importance of community spaces as a locus of subjectivity formation and social value. We conclude that FPE can illuminate complexities of power, space, and individual responses to socio-ecological conditions that challenge the current feminization of agriculture framework.
Availability of water for irrigated crops is driven by climate and policy, as moderated by public priorities and opinions. We explore how climate and water policy interact to influence water availability for cannabis (Cannabis sativa), a newly regulated crop in California, as well as how public discourse frames these interactions. Grower access to surface water covaries with precipitation frequency and oscillates consistently in an energetic 11–17 year wet-dry cycle. Assessing contemporary cannabis water policies against historic streamflow data showed that legal surface water access was most reliable for cannabis growers with small water rights (<600 m3) and limited during relatively dry years. Climate variability either facilitates or limits water access in cycles of 10–15 years—rendering cultivators with larger water rights vulnerable to periods of drought. However, news media coverage excludes growers’ perspectives and rarely mentions climate and weather, while public debate over growers’ irrigation water use presumes illegal diversion. This complicates efforts to improve growers’ legal water access, which are further challenged by climate. To promote a socially, politically, and environmentally viable cannabis industry, water policy should better represent growers’ voices and explicitly address stakeholder controversies as it adapts to this new and legal agricultural water user.
