The supplier selection decision, within the scope of supply chain management (SCM), is one of the key decisions that plays an important role in the success of the business. The supplier selection problem, which aims to determine the most suitable suppliers in line with the demands of the enterprises, can be defined as a Multi-Criteria Decision Making (MCDM) problem that includes both quantitative and non-quantitative criteria. While there is a large body of literature on supplier selection studies using MCDM methods, the number of studies in the health sector is relatively low compared to other sectors. Although much research can be found regarding the application of MCDM techniques in clinical operations, less research has been conducted on the problem of supplier selection in healthcare services, which has a high complexity level. The main purpose of the study is to develop a holistic MCDM model as a decision support system for supplier selection in the health sector. The decision-making trial and evaluation laboratory (DEMATEL) and Analytical Network Process (ANP) methods were used together to analyze the model. The main criteria used in the study are price, quality, logistics, sustainability, and occupational health and safety (OHS). As sustainability and OHS rarely exist in supplier selection studies in the health sector, this holistic model can contribute to the literature in that aspect. According to the findings and the main criteria ranking, the most important criteria, emerged as price, quality, sustainability, OHS, technique, and logistics. The results indicate the importance of sustainability in supplier selection in the health sector. The method proposed in this study may help health managers as a support system for making purchasing decisions.
Rekabetin her geçen gün daha yoğun yaşandığı günümüz kapitalizminde, performans ile onun unsurları olan etkinlik ve verimlilik artan önemini korumaktadır. Üretim sisteminde yüksek bir performans gerçekleştirmek için tüm süreçte optimal kaynak kullanımının sağlanması, maliyetlerin düşürülmesi gerekmektedir. Malzeme arzı, malzeme tedariki ve lojistik süreci boyunca tüm aşama optimum uyum içinde gerçekleştirilmelidir. Dolayısıyla performans artışında, lojistik sektörlerinin etkinliğinin ve verimliliğinin sağlanması önem kazanmaktadır. Bu çalışmada, Avrupa Geçiş Ekonomisi Ülkeleri içinde geçişi tamamlamış olan 11 ülkenin etkinlik ve verimlilik analizi, Lojistik Performans Endeksi alt boyutlarına ait veriler kullanılarak Girdi Odaklı Ölçeğe Göre Sabit Getiri (CCR) ve Girdi Odaklı Ölçeğe Göre Değişken Getiri (BCC) Modellerine göre yapılmıştır. Lojistik Performans Endeksinin altı alt boyutundan üçü (gümrük, altyapı ve lojistik kalite) girdi olarak kullanılırken, diğer üçü ise (uluslararası gönderiler, izleme-takip ve zamanında teslimat) çıktı olarak ele alınmıştır. Veri Zarflama Analizi ile yapılan çalışmada “EMS Paket Programı” kullanılarak etkinlik değerlendirilmesi yapılmıştır. Analiz bulgularından elde edilen sonuçlara göre etkin ve verimli olan ülkeler bulunmuştur. Aynı zamanda etkinsiz ve verimsiz olan ülkeler de bulunarak, etkin olmayan ülkelerin ideal etkinlik düzeyine çıkabilmesi için girdi değişkenlerin iyileştirme oranları hesaplanmıştır.
In recent years, human beings and our planet have suffered great losses in the frequent disasters. Effective and timely intervention is of utmost importance in all large-scale disasters, whether natural or man-made. In this article, a study has been conducted on a model in which the location selection criteria of the management and support centers, where the coordination works as well as the management and administration are carried out in disaster areas, are evaluated by the Multi-Criteria Decision Making (MCDM) method. For this, an in-depth literature analysis was carried out at the first stage, and then all the findings obtained as a result of the literature research were presented to the professionals related to the subject, and expert opinion was sought. In the light of expert opinion, the location selection criteria for the coordination management center and logistic support units in disaster areas were determined, and a model proposal was made, in which the importance values were weighted by using one of the MCDM methods, The Analytic Hierarchy Process (AHP), which is widely used.
Satın alma ile ilgili maliyetler artıkça, satın alma kavramı son yıllarda daha stratejik bir konu haline gelmiştir. Bunun yanında, son on yıllardaki teknolojik gelişmenin bir sonucu olarak, tedarik zincirleri e-tedarik zincirlerine dönüşmüştür. Bu değişimin etkisi ile satın alma faaliyetleri de e-satın alma faaliyetlerine dönüşmüştür. E-satın alma, sadece özel sektörü değil kamu sektörünü de etkisi altına almıştır. Türkiye’deki yeni yasalar, kamunun gerçekleştirdiği satın alma faaliyetlerinin çevrimiçi olarak yapılmasını mümkün kılmıştır. 2016 Yılı son çeyreklik dönemi ile devreye alınan E-teklif sistemini müteakip 2018 Yılı son çeyreklik döneminde devreye giren E-eksiltme uygulaması kamu satın alması alanında uygulanan yeni metotlar arasında sıralanabilir. Bu çalışma Türkiye’de kamu sektöründeki e-satın alma ihalelerinin incelenmesini amaçlamaktadır. Bu çalışmada 2017-2021 yılları arasında gerçekleştirilen kamu açık eksiltme ihaleleri incelenmiştir.
