Когда речь заходит о спутниках, обычно имеют в виду исследования космического пространства или, по крайней мере, высоких слоев атмо-сферы. Совершенно ясно, однако, что спутники могут сыграть неоценимую роль при изучении в глобальном масштабе процессов, протекающих в ниж-них слоях атмосферы и в первую очередь ответственных за изменения погоды. Одним из наиболее показательных примеров этого является ис-пользование возможности прослеживания распределения облачности с помощью телевизионных камер, установленных на спутнике. Несмотря на сравнительно разветвленную сеть метеорологических станций, около 4 / 5 поверхности земного шара, занятой океанами и морями, освещено в метеорологическом отношении чрезвычайно скудно (только на основе эпизодических корабельных наблюдений). Даже поверхность суши запол-нена сетью метеорологических станций очень неравномерно: большие участки суши в малонаселенных районах до сих пор являются в значи-тельной степени «белыми пятнами». Таким образом, имеющаяся сейчас наземная сеть метеорологических станций не позволяет эффективно кон-тролировать режим облачности (и других метеорологических элементов) на всей поверхности Земли. Достаточно, однако, запустить одновременно несколько спутников, снабженных телевизионными камерами, чтобы прак-тически непрерывно прослеживать распределение облачности по всему земному шару. Такие же возможности открывает использование спутни-ков в отношении исследования энергетики Земли как планеты, теплового режима земной поверхности и атмосферы и ряда других важных проблем. Прикладное значение этих проблем определяется тем, что они имеют ре-шающее значение для анализа и прогноза погодообразующих процессов.Целью дальнейшего изложения является обзор зарубежных иссле-дований, связанных с использованием спутников для изучения нижних слоев атмосферы (тропосферы и стратосферы). При этом сначала будет дана краткая характеристика программы метеорологических наблюдений с помощью спутников и обсуждены связанные с этим общие вопросы. За-тем мы перейдем к конкретному рассмотрению наиболее важных типов метеорологических наблюдений с помощью спутников.За последние годы появилось довольно много различных предложе-ний относительно использования спутников в метеорологических целях (см. 24 ). Перечислим те группы задач, которые представляют наибольший интерес.
