Процеси підготовки диспетчерів управління повітряним рухом вимагають розробки системи управління якістю їх підготовки, яка дозволить оцінювати дії диспетчерів, змінювати ситуації, вводити нові або додаткові умови, що можуть ускладнити управління об'єктом або штучно створювати потенційно-конфлікті ситуації, а також формувати вправи дозовано прогресуючої складності, коректувати програму індивідуального навчання, визначати ступінь готовності диспетчера до практичної роботи в реальних умовах. Структура даної системи ґрунтується на адаптивній тренажерній підготовці диспетчерів. В даній статті доведено, що програма адаптивного тренажеру повинна забезпечити штучне відтворення умов і факторів у процесі виконання операцій диспетчером при керуванні реальним об'єктом. Сучасні інформаційні технології дозволяють розробляти інформаційні моделі для тренажерів, які забезпечують повноту і якість імітації реальних процесів. Методичні принципи, покладені в розробку інформаційних моделей, забезпечують їх адаптивність до рівня підготовки та дій осіб, які навчаються. У ході проведення тренувань на інтелектуальних тренажних комплексах склад інформації, темп її відновлення та структура подання відповідають індивідуальному або груповому рівню адаптації до обраного типу стратегії навчання. Це стає можливим завдяки використанню інтелектуальної системи на основі апарата нечіткої логіки. В статті розроблена модель нечіткого виводу адаптивної повітряної обстановки до рівня підготовки диспетчера управління повітряним рухом.
