The presented study explores opportunities for improving the efficiency of financial business support institutions with the purpose of enhancing the competitiveness of the regional economy.Aim. The study aims to identify opportunities and new tools for stimulating economic activity in regions through institutional business support measures.Tasks. The authors analyze the current performance and adequacy of financial business support tools utilized by development institutions at the regional level (through the example of the Rostov region) and formulate proposals on financial business support.Methods. This study uses general scientific methods of cognition (analysis, generalization, economic modeling, etc.) to examine the efficiency of business support provided by development institutions in various aspects and to identify the major directions for improving their operation.Results. Given the current economic situation in the national and global financial markets, the ability of regions to provide financial support to entrepreneurs (in particular, by reducing the cost of application of borrowed funds) is a key factor of their investment attractiveness. As a result, it is possible to achieve sustainable economic growth, which lays the foundation for the long-term competitiveness of the regional economy.Conclusion. Expanding the scope of institutional financial support at the meso-level in the basic non-resource industries and implementing a policy to support and maintain the financial stability of systemic companies in the region facilitates entrepreneurial activity and contributes to the development of the regional economy.

Региональная инновационная система как инструмент обеспечения опережающих темпов роста региональной экономики за счет создания благоприятной среды для инновационной деятельности в условиях усиливающейся конкурентной борьбы. Цели. Нахождение путей активизации инновационного развития на основе учета сильных и слабых сторон региональной инновационной системы, а также адекватной оценки внешних вызовов. Методология. Исследование базируется на концепции поляризованного роста экономики, теории инноваций, а также неотехнологической теории международной торговли. Результаты. Предложены теоретические и методические основы обеспечения устойчивого экономического роста через реализацию эффективной инновационной политики. Проведена оценка инновационного потенциала Ростовской области, выделены конкурентные преимущества региона и основные факторы, сдерживающие инновационную деятельность. Определены отраслевые и территориальные точки роста инновационной активности, предложена система мер по совершенствованию институциональных условий ведения инновационной деятельности. Выводы. В основе обеспечения устойчивого экономического роста лежит формирование действенной инновационной политики-наращивание ресурсных и инфраструктурных возможностей, способствующих развитию инноваций, в том числе кадрового потенциала; формирование сбалансированного и устойчивого сектора исследований и разработок; обеспечение открытости региональной экономики в аспекте интеграции в мировые процессы создания и использования инновационных продуктов.
The article studies the implementation of a three-sided system of territorial development based on the analysis of interaction of environmental, social and economic spheres at the example of the Rostov region. The chronological analysis why the collapse in the economy of the Azov-Don basin happened is presented in the article, the reasons and consequences of the ecological problem are considered in detail. It is revealed that anthropogenic intrusion in the water regime, which was justified in terms of increasing of economic potential, currently turns out to be serious risks for the economy, and for some types of economic activities-the real threats of disappearance. These economic risks along with increasing economic and social challenges require a comprehensive approach to their analysis, evaluation and working out proposals for their leveling. Modern concept of sustainable development is applied as a methodological basis for this approach.
The current task for the regions is to diversify the sectoral structure, which ensures the overall stability of the economy. For industrial regions, such as the Rostov region, the priority of structural transformation is the formation of technological and non-resource industries, such as the timber industry. In this regard, the purpose of the study is to assess the potential for structural transformation of the emerging timber industry in the Rostov region and identify mechanisms to enhance its growth. The provisions of the concept of regional competitiveness, the model of technologization at the institutional level, as well as problem-oriented and predictive approaches are the methodological basis of the research. The methods of the study are statistical and grapho-analytical. As a result of the analysis, the transformations that have taken place in the industry of the Don region over the past 10 years are identified, and the main results of this transformation in the timber industry are described (in terms of employment, wages, profitability and capital-labor ratio). Modern trends and external challenges for the timber industry in the region are also identified, on the basis of which new opportunities for its development through cooperation and clustering are justified.
