Zur Erzielung der erforderlichen Querschnittsbreite für die Verbreiterung der Hochstraße Elbmarsch sind, wie in „Teil 1 – Überblick zur Gesamtmaßnahme“ beschrieben, eine innenseitige Verbreiterung sowie die Instandsetzung der Bestandskonstruktion als Erstmaßnahme geplant. Die Umsetzbarkeit des geplanten Konzepts der Verbreiterung wurde im Rahmen einer vorgezogenen Maßnahme (Pilotmaßnahme) auf einem Teilstück erprobt.
In Hamburg erfolgt der achtstreifige Ausbau der Hochstraße Elbmarsch (Brückenbauwerk K20), der derzeit längsten Straßenbrücke Deutschlands, südlich des Elbtunnels. Die ca. 3,8 km lange Hochstraße ist mit jeweils drei Richtungsfahrstreifen auf zwei baulich getrennten Überbauten (Rifa Hannover, Rifa Flensburg) ausgebildet. Im Vorfeld des anspruchsvollen Großprojekts wurden aufgrund der besonderen bautechnischen Herausforderungen und zur Planungsoptimierung vorgezogene Maßnahmen geplant und ausgeführt. Mit den daraus gewonnenen Erkenntnissen konnte ein hohes Maß an Planungssicherheit erzielt werden. Der Praxistest ist mit Beginn der Ausführung der Gesamtmaßnahme im letzten Jahr gestartet.
