Die evolutionäre Gesichtspunkte berührende Untersuchung von Fragen nach der “Natur des Menschen” und dem Handeln des Menschen in der Natur führt auch dazu, sich grundsätzlicher mit Ökonomik und ökologischer Krise auseinanderzusetzen. Die als Reaktion hierauf zu verstehende Herausbildung einer spezialisierten Umweltökonomie brachte wichtige Erkenntnisse und instrumentell verwendbares Wissen. Dies reicht aber – so die Ausgangsthese der Diskussion, über die hier berichtet wird – nicht aus, mit den vorhandenen Instrumenten und Kalkülen der Disziplin den ökologischen Erfordernissen gewachsen zu sein, sind doch die ökologischen Probleme im Kern gerade die Folgen des wirtschaftlichen Erfolgs.
Schaefer und Ludwig Theuvsen (als Mitglieder des Arbeitskreises "Nachhaltigkeitsmanagement" des Wissenschaftlichen Beirates des BVÖD) Nachhaltigkeit und Nachhaltigkeitsmanagement in öffentlichen Unternehmen Akzeptanz; Corporate Social Responsibility; Nachhaltigkeit; Nachhaltigkeitsmanagement; Öffentliche Unternehmen Befragungen von Bürgerinnen und Bürgern haben wiederholt gezeigt, dass von öffentlichen Unternehmen ein verantwortlicheres, nicht allein auf die Erreichung von (kurzfristigen) Gewinnzielen ausgerichtetes Verhalten erwartet wird. Dieser besonderen Affinität öffentlicher Unternehmen zur Nachhaltigkeitsdebatte steht gegenwärtig ein noch überschaubarer Forschungsstand gegenüber: Umfassende empirische Vermessungen stehen noch weitgehend aus. In diesem Beitrag geht es daher zunächst um die Verortung des facettenreichen Begriffs Nachhaltigkeit und seiner Dimensionen im Kontext öffentlicher Unternehmen, um sodann Überlegungen zur empirischen Erfassung des Standes des Nachhaltigkeitsmanagements anstellen zu können. Das im Ergebnis vorgestellte Untersuchungsraster zur Erfassung des Nachhaltigkeitsmanagements stellt einen Ansatzpunkt für die Durchführung einer breit angelegten empirischen Untersuchung bei öffentlichen Unternehmen dar. Es ist ein Anliegen des Arbeitskreises in der wissenschaftlichen Debatte zu diesem Thema einen nachhaltigen Beitrag zu leisten. Nachhaltigkeit als facettenreicher BegriffHistorisch gesehen geht der Begriff der Nachhaltigkeit auf die Forstwirtschaft zurück und wird dem Oberberghauptmann von Carlowitz 1713 zugeschrieben (von Carlowitz 1713(von Carlowitz /2000 Grunwald/Kopfmüller 2006, S. 14). Inhaltlich verbarg sich seinerzeit dahinter die Forderung nach einer Substanzerhaltung der Wälder. Es sollte nicht mehr Holz geschlagen werden als wieder nachwächst (Hentze/Thies 2012, S. 15). Zu einem späteren Zeitpunkt wurde dieser Reproduktionsgedanke auch auf die Fischereiwirtschaft übertragen mit der Forderung, dass sich der Fischfang an der Reproduktionsfähigkeit der Bestände orientieren soll (Grunwald/Kopfmüller 2006). Dieses Begriffsverständnis lässt sich als Nachhaltigkeit im engsten Sinne bezeichnen, da es um den Erhalt einer einzigen zentralen Produktionsressource geht. Im Sinne eines Nachhaltigkeitsbegriffs im mittleren Sinne erweitert Vester (2000) das Konzept der agrarwirtschaftlichen Ressourcenerhaltung, wenn er für die Übersetzung des englischen Begriffs "sustainability" den Begriff der Überlebensfähigkeit vorschlägt. Bezogen auf Unternehmen würde dies alle Maßnahmen umfassen, die zur langfristigen Sicherung des Unternehmensbestandes beitragen. Dies geht über den reinen Reproduktionsgedanken eines gegebenen Sets an Unternehmensressourcen hinaus und schließt I.
