Practical/managerial implications: Fiscal authorities have to use fiscal deficits creatively in managing unemployment to create a balanced economy. The fiscal balance, up to a threshold, between 0.8% (surplus) and 1.9% (deficit) of gross domestic product (GDP) in the short term and between 1.7% (deficit) and 1.9% (deficit) in the long term reduces unemployment as per the estimates of the study.
Contribution/value-add:The finding that fiscal deficits increase unemployment does not justify a weak fiscal policy stance. The finding that fiscal deficits reduce unemployment up to a point before they begin to increase it in the long-term complements existing literature, which shows that South Africa's government expenditure to GDP ratio has exceeded its optimal level.
This paper analyses the heterogeneous effects of membership of a farmer group on access to water, use of inorganic fertiliser, household incomes, and farm asset holdings. A sample of 401 irrigators in South Africa was analysed using propensity score matching. The study found that group membership had a positive effect on all four outcomes. Group members had an extra four days of access to water in a month, and applied at least 130 kg/ha more inorganic fertiliser, than non-group members. Group members had a higher household income per capita and more assets than nongroup members. However, the result revealed a heterogeneous effect among group members, with the benefits varying according to members’ socio-economic characteristics as well as internal group dynamics. The government and private donors should continue to promote the formation and organisation of farmers into groups. The role of group membership in farming outcomes can be enhanced if smaller groups are promoted. It is also crucial that strategies for promoting trust, reciprocity and group commitment be implemented for better group outcomes
The legalization of rhino horn 'domestic' trade in South Africa potentially unleashes market forces featuring new entry, new tastes and new rhino horn products. This risks escalating the rhino-poaching crisis further. It is argued that institutional contradictions have been engendered by the South African High Court ruling in Kruger and another v Minister of Water and Environmental Affairs and others [2015] JOL 34725, whose assumptions are shown to be highly restrictive and seemingly poorly informed about the true nature of demand for rhino horn and the dynamics of poaching. The shortcoming in the legal decision-making pertains to not taking account of the absence of any evidence for the existence of domestic demand for rhino horns in South Africa. The key arguments presented herein align with support for the reinstitution of the rhino horn trade moratorium, as well as administrative measures implemented effectively to contain the poaching crisis.
