zusammenfassung: Mit dem Gutachten "Ein zukunftsfähiges Energiemarktdesign für Deutschland" hat der Verband kommunaler Unternehmen e. V. (VKU) einen integrierten und langfristig orientierten Lösungs-vorschlag in die Diskussion um das zukünftige Strommarktdesign eingebracht. In dem vorliegenden Beitrag erläutern die Verfasser des Gutachtens* die Ausgangspunkte der Überlegungen (Problemstellung) sowie den daraus abgeleiteten Vorschlag zur Ausgestaltung der Förderung der Stromerzeugung aus erneuerbaren Energien (EE). Vorgeschlagen wird eine mengenbasierte Auktion von Vergütungsrechten, mit dem Ziel einen Kostenwettbewerb auf der Anbieterseite auszulösen und die Plan-und Steuerbarkeit des EE-Zubaus zu verbessern. Das Auktionsvolumen leitet sich aus den technologiedifferenzierten politischen Ausbauzielen ab; die Förderung wird zeitlich gestreckt als leistungsbasierte Zahlung (Euro/MW) an die Anlagenbetreiber ausgeschüttet. Im Betrieb ergänzen die Anlagenbetreiber diese Förderung durch Erlöse aus der Direktvermarktung ihrer Anlagen am Strommarkt und gegebenenfalls anderen Marktsegmenten. Die Umstellung auf eine kapazitätsbasierte Förderung bewirkt, dass EE-Anlagen alleine auf Basis ihrer kurzfristigen Grenzkosten** in den Strommarkt bieten und sich so weitgehend in den Strommarkt integrieren lassen. Auch die Anlagenauslegung erfolgt erlösoptimierend.Summary: With its study "A future-proof energy market design for Germany" the Association of Municipal Utilities (VKU) has added an integrated and long-term-oriented proposal to the discussion about the future electricity market design. In this paper, the authors of the VKU-study explain the starting points of their analysis and describe a proposal for a renewable support scheme. They propose an auction-based support scheme that triggers competition on the supply side. Auction volumes are derived from political targets for RES-expansion and are carried out for different RES-technologies, thus allowing for a projectable and steady expansion with technological and regional control. Support payments are capacity-based (Euro/MW) and granted for the length of the amortization period. Throughout the whole operation phase, investors complement the support payments through revenues from the electricity market and other market segments.
