La Política de Defensa de la Unión Europea ha vivido un proceso de aceleración en su integración en los últimos años, principalmente motivado por los acontecimientos internacionales y el ascendente desarrollo tecnológico. Las transformaciones han evidenciado la falta de capacidades de Europa para hacer frente a las nuevas amenazas híbridas del siglo XXI. Tras la victoria talibán en Afganistán y el acuerdo AUKUS suscrito por Reino Unido, Estados Unidos y Australia, la Unión Europea ha dado inicio un proceso de reflexión que pueden llegar a conducir a una defensa europea común.
The European Union has begun its legal development on artificial intelligence and is presented as one of the least advanced legal fields by the European institutions. Since the communication of the Commission on Artificial Intelligence for Europe was developed, different works have been addressed, such as the coordination plan on artificial intelligence of December 2018 and the White Paper on Artificial Intelligence, guiding excellence and trust to European citizens and businesses. The challenge facing Europe and Spain is not to be left behind, lagging the great powers that are making a very notable investment effort, seeking to develop this technology that is already impacting our societies. The work presents the major milestones of European action and outlines the ambitious future that awaits the European Union and Spain in the coming years, but is still unclear if there is not a decisive action implemented by all the powers concern.
La lenta y dificultosa puesta en acción del articulado referente a la Política Exterior y de Seguridad Común en los Tratados comunitarios es el objeto de estudio en este artículo. Se acota temporalmente el objeto de estudio en torno a los dos acontecimientos más relevantes que han marcado decisivamente el rumbo de la Unión Europea, la Conferencia Intergubernamental (CIG) del año 2003 que trabajó sobre el texto de la Convención Europea y la Conferencia Intergubernamental del año 2007, que trasladó gran parte del contenido del fracasado Tratado al derecho originario –Tratado de Lisboa-. Este análisis se plantea desde un enfoque histórico, jurídico y político, para destacar los progresos en la materia y sugerir las reformas que podrían fortalecer una verdadera Política Exterior de la Unión Europea en un futuro cercano
