Depuis 1996, l’Observatoire français des drogues et des toxicomanies (OFDT) a développé un dispositif d’enquêtes et de collecte d’information permettant de documenter de la manière la plus transversale possible le champ des drogues et des conduites addictives. L’OFDT est un opérateur public spécifique constitué sous la forme d’un groupement d’intérêt public (GIP) associant l’État (12 départements ministériels et la Mission interministérielle de lutte contre les drogues et les conduites addictives) et la Fédération nationale des observatoires régionaux de santé (FNORS). Cet article permet de revenir sur l’histoire de l’OFDT, après vingt-cinq ans d’exercice, afin de tirer un bilan de la mise en œuvre d’un dispositif d’observation original, en France comme en Europe, mais également de réfléchir aux missions d’un observatoire public dans le cadre des politiques publiques de mobilisation contre les conduites addictives.
