Les organisations de l’économie sociale et solidaire (OESS) connaissent depuis plusieurs années un tournant gestionnaire qui se traduit notamment par une recherche de rationalisation au risque d’une autonomisation de l’activité de gestion et d’une focalisation sur la seule dimension économique (de Gaulejac, 2005 ; Detchessahar et Grevin, 2009). Face à ces pressions institutionnelles, comment les OESS peuvent-elles adopter des outils de gestion leur permettant de concilier leur finalité sociale et l’efficacité budgétaire tout en restant porteurs de sens dans la réalisation de leur activité ? Pour répondre à cette question, nous nous sommes appuyés sur une revue de la littérature des différentes approches théoriques afin de clarifier la problématique de la nature et du sens des outils de gestion, mais aussi de leur implémentation et de leur appropriation par les acteurs. Nous présentons ensuite la méthodologie et les résultats de trois études de cas relevant du champ de l’économie sociale et solidaire réalisées dans le cadre d’un projet européen sur l’impact du tiers secteur en Europe. Il ressort de notre recherche empirique que les outils de gestion adoptés sont intrinsèquement liés aux contextes interne et externe dans lequel ils sont développés, et que, pour être producteurs de sens auprès des différentes parties prenantes concernées, leur mise en œuvre doit reposer sur un processus de participation collective. Nous concluons sur les conditions permettant d’éviter que l’introduction d’outils de gestion au sein des OESS ne soit un vecteur de normalisation et d’isomorphisme dommageables pour la finalité des organisations.
Notre article propose d’appréhender l’instrumentation croissante de l’action publique en direction de l’Économie sociale et solidaire (ESS). Nous nous intéressons plus précisément aux dispositifs de soutien à la polarisation territoriale de l’ESS et à leur déploiement dans les territoires. Notre cadre analytique articule deux champs de littérature. Le premier concerne les instruments d’action publique que nous abordons à partir d’une analyse fine de leur usage. Le second est centré sur l’approche des logiques institutionnelles dans le cadre de processus associant des acteurs hétérogènes. Nous procédons à deux études de cas d’appropriation de dispositifs hybrides de clusterisation en région Provence-Alpes-Côte d’Azur ; le premier d’envergure régionale et le second issu de l’échelle nationale. Les deux processus sont qualifiés d’échec pour leur incapacité à avoir développé et pérennisé leurs activités, ainsi que l’absence d’hybridation des logiques institutionnelles dont ils sont porteurs. Les résultats proposés contribuent à éclairer les dimensions habilitantes, contraignantes et les réactions d’adaptabilité suscitées par les instruments publics. Basé sur une étude de cas unique, cet article analyse comment les valeurs coopératives influencent les pratiques de gestion des ressources humaines. Prenant appui sur les travaux de Pichault et Nizet (2013) proposant une approche contextualiste de la GRH, nous entrons dans la coopérative afin d’examiner quelles sont les conventions qui dominent et comment elles évoluent au fil du temps tant au niveau de la structure de gouvernance que de la gestion des ressources humaines. À partir d’observations, de treize entretiens semi-directifs réalisés auprès d’acteurs internes et externes de la coopérative et d’une étude documentaire, notre analyse met en évidence l’importance de la convention valorielle dans la gestion des ressources humaines, convention mise à l’épreuve par le poids de la convention délibérative, au cœur du projet coopératif. Nos résultats soulignent également la difficulté de faire vivre au quotidien une dynamique collective et démocratique tant au niveau de la gouvernance que de la GRH. Ils témoignent enfin de la volonté incessante d’améliorer le fonctionnement collectif et démocratique de la coopérative à travers une vigilance importante et la création d’espaces collectifs de débat.
