Este artículo presenta las deficiencias del ordenamiento jurídico en la configuración del reasentamiento como una medida excepcional de adaptación al cambio climático y de protección de los derechos humanos de las comunidades afectadas. Entre las deficiencias objeto de análisis resaltan: la falta de un encuadre conceptual adecuado del reasentamiento; la ausencia de una política pública sobre el tema y su relación con la adaptación al cambio climático y el otorgamiento de una amplia discrecionalidad a los municipios para llevar a cabo procesos de reasentamiento que, en la práctica, se manifiestan a través de actuaciones informales –sin regulación especial o protocolos que guíen su ejecución– y que han generado la violación de los derechos humanos. Este trabajo es el resultado de la investigación que soportó el respectivo informe a la Comisión Interamericana de Derechos Humanos, construido mediante una investigación documental exploratoria y analítica, estudio e intervención en casos reales.
La Agenda 2030 que integra los objetivos de desarrollo sostenible (ODS) propone, por medio del ODS 4, la educación para el desarrollo sostenible como uno de los pilares para lograr sociedades justas, equitativas, incluyentes y en armonía con la naturaleza. En ese marco, la formación jurídica clínica es un modelo inspirador para el fortalecimiento de la educación para el desarrollo sostenible en el país. Este trabajo presenta los resultados de una investigación de tipo documental sobre el trabajo de las clínicas jurídicas colombianas en el trámite de casos reales. Se toman como referencia algunos ejemplos de la labor de las clínicas en el mundo a fin presentar la correspondencia de la agenda global clínica y de la Agenda 2030. Entre los hallazgos se reconoce el papel relevante de las clínicas colombianas como actores que promueven la sostenibilidad en el país desde un enfoque integrado del trabajo en el marco de los ODS bajo el valor de la justicia social como fundamento de sus fines pedagógicos y de proyección social.
El derecho humano al agua debe contribuir a un cambio en la gestión y gobernanza del agua, principalmente en contextos como el colombiano, vulnerable al cambio climático y con altos índices de pobreza y conflictividad. Frente al tema, académicos y movimientos sociales han propuesto nuevas formas de abordar el contenido y alcance del derecho humano al agua que van desde la valoración de su carácter colectivo y común hasta democratización de la gestión del agua y las reflexiones sobre los derechos de la naturaleza. Este artículo tiene como objetivo central caracterizar algunos de esos nuevos enfoques del derecho humano al agua, analizar su reconocimiento y garantía en Colombia y con base en ello proponer un contenido normativo que permita integrar este derecho en la gestión de cuencas hidrográficas. Finalmente, concluye la importancia de reconocer el derecho humano al agua en la ordenación y manejo de cuencas, teniendo como base los criterios de gobernanza, gobernabilidad y soberanía.
La poliangeítis microscópica (PAM) es una vasculitis autoinmune caracterizada por la inflamación de los vasos sanguíneos de pequeño calibre y la presencia de anticuerpos anticitoplasma de neutrófilos (ANCA). Clínicamente se caracteriza por presentar glomerulonefritis y capilaritis pulmonar aunque la afectación de la piel, los nervios y el tracto gastrointestinal no es infrecuente. Presentamos el caso de un paciente de 17 años con manifestaciones atípicas dadas por glomerulonefritis pauci-inmune, hemorragia pulmonar, vasculitis leucocitoclásica cutánea y hemorragia cerebral. Además revisamos las características histológicas y radiológicas.
