Gentechnik ist seit über dreißig Jahren Gegenstand öffentlicher Kontroversen. Es ist zu beobachten, dass, verursacht durch die Entwicklung der Gentechnik von der reinen Grundlagendisziplin hin zu einer angewandten Querschnittstechnologie, internationale Akteure bei der Regulierung der Gentechnik eine große Bedeutung erlangt haben. Diese Entwicklung hat sich verstärkt, seit in Europa internationale Akteure, zuerst die EU-Kommission, dann die WTO, Einfluss auf die nationalen Regulierungen gewonnen haben. Diese Entwicklung hat aber nicht dazu geführt, dass nationale Regulierungsdebatten durch internationale Regulierungsdebatten ersetzt wurden. Selbst ein internationales Ereignis wie die erste Einfuhr gentechnisch veränderter Sojabohnen hat in unterschiedlichen Ländern unterschiedliche Reaktionen sowohl der europäischen Öffentlichkeiten als auch der Regierungen hervorgerufen. Europäische und globale Regulierungsinstitutionen gelingt es nur in Ansätzen, einen einheitlichen Rechtsraum zu schaffen. Statt eines Ersatzes nationaler durch internationale Regulierungsinstanzen deuten die Entwicklungen eher in Richtung eines Mehrebenenregulierungssystems, bei dem internationale Akteure (vor allem gilt dies für die EU-Kommission) einerseits die Rahmenbedingungen schaffen für Regulierungen, die nach wie vor national sind, andererseits auf nationale Entwicklungen Rücksicht nehmen müssen.
RESUMO:A proposta deste artigo é apresentar uma análise comparativa de dois romances portugueses contemporâneos: O vento assobiando nas gruas, de Lídia Jorge, e Jerusalém, de Gonçalo M. Tavares analisando o ponto temático comum entre os autores, qual seja: o da formação discursiva por parte de indivíduos considerados doentes mentais e o interdiscurso existente entre eles, responsável pela criação de uma verdade, e os dos normatizadores, que os interpelam, invalidando-os. Ancorados nas teorias foucaultianas que tratam do rompimento entre a linguagem comum que havia entre a Razão e a Loucura, ocorrido a partir do século XVII, analisaremos como o tema retrata os conflitos prementes da contemporaneidade, e de que modo está sendo abordado por ambos escritores. As obras escolhidas apresentam o discurso de personagens diagnosticadas com diferentes graus de loucura, que buscam elos perdidos com o mundo a seu redor por meio de dificultosos processos de enunciação provenientes de seres obsessivos, dementes e fantasiosos, nos quais a diferença é apontada como característica principal. PALAVRAS-CHAVE: interdiscurso, loucura, razão, verdade, enunciação.ABSTRACT: This essay's proposition is to show a comparative analysis of two Portuguese contemporary novels: O vento assobiando nas gruas, by Lídia Jorge, and Jerusalém, by Gonçalo M. Tavares, with the intention to focus on a common theme, that is, the discursive formation made by characters considered mentally ill and the existing interdiscourse between them, responsible element for the creation of a truth, and the normative ones, which are interposed by them and consequently invalidated. Based on Foucault's theories that approach the rupture in the common language between Reason and Madness, which happened in the 17th century, we analyze how this topic presents the real conflicts of the contemporaneity and how it is being treated by the authors from the present time. The two novels that had been chosen show the discourse of diagnosed characters with different levels of madness, that search for lost links with the world around them through difficult processes of enunciation originated from obsessive and insane minds, in which the difference is the principal characteristic. O romance de Lídia Jorge O vento assobiando nas gruas, bem como o de Gonçalo Tavares intitulado Jerusalém, dão voz a essa parcela marginalizada tida como demente, que possui seu discurso invalidado como uma visão possível sobre o real. Este artigo pretende analisar a relação de intertextualidade existente entre os romances O som e a fúria, de William Faulkner, e O vento assobiando nas gruas, da escritora portuguesa Lídia Jorge, a partir do ponto de vista de narradores marginais, anormais e veiculadores de processos de enunciação considerados ineficientes. A saga familiar, a loucura e a incomunicabilidade são temas apresentados por meio de um foco narrativo dificultoso, responsável por representar o alcance de um projeto comum de comunicação ideal em ambos os autores, promovendo a empatia do leitor com pontos de vista descentrados e novas possibilidades de visão de mundo.This article aims to analyze the relation of intertextuality existent between the novels The sound and the fury, by William Faulkner, and O vento assobiando nas gruas, by Portuguese writer Lídia Jorge, from the point of view of marginal and insane narrators, with ineffective enunciation processes. Furthermore, it can be seen in the approach of both stories that embrace familiar saga, craziness, and communicative failure, presented by them, an effort to reach a common project of ideal communication, encouraging reader’s empathy with decentralized views and new possibilities of existential examinations.
