De acordo com o Estatuto da Cidade a revisão do Plano Diretor é obrigatória a cada dez anos. A pesquisa desenvolvida faz uma análise da execução do Plano Diretor do município de Campos dos Goytacazes, RJ que completou dez anos de vigência em 2018. O objetivo é avaliar a execução deste plano, especialmente nos aspectos de sistema viário, uso e ocupação do solo e áreas verdes, de modo a fornecer informações para o planejamento urbano. Em relação à metodologia foram realizados os seguintes processos: coleta de dados bibliográficos e documentais (mapas, leis, imagens de satélite); revisão bibliográfica; análise da legislação; verificação da implantação das diretrizes; indicação das principais diretrizes implantadas, não implantadas e modificações no planejamento urbanístico. Entre os resultados alcançados, verificou-se que grande parte das áreas de preservação ambiental não estão cumprindo plenamente sua função social por terem seus entornos ocupados por construções. Espera-se com esta pesquisa disponibilizar dados e reflexões que contribuam com a gestão pública e privada na prevenção, mitigação e solução de problemas urbanos e ambientais. A execução do plano diretor de Campos dos Goytacazes reflete as preferências de interesses públicos e privados no período analisado. Além dos aspectos quantitativos e qualitativos do plano diretor, destaca-se a importância dos processos de gestão urbana, como a fiscalização e controle do uso e ocupação do solo para o ordenamento da cidade.
