This article considers how European sectoral social partners have tackled and promoted the concept of corporate social responsibility (CSR), and to what extent their common actions have given CSR a tangible and practical form. After reviewing sectoral social dialogue and trade unions' attitudes to CSR, the authors report on research into the activities of sectoral social dialogue committees. The research shows that many of the sectoral social dialogue committees, whether they consider themselves to be active or not on CSR, have been grappling with the core issues raised by the concept over a number of years. The development of the European institutional debate on CSR has clearly led to the 'redefinition' of activities carried out in the framework of the sectoral social dialogue, in some cases offering new impetus to common actions and broadening the scope of debate, while in other cases offering 'old wine in new bottles'. This article further analyses the specific activities of the sectoral social dialogue committees in the sugar sector. ❖❖❖ Sommaire Cet article examine la manière dont les partenaires sociaux sectoriels européens ont abordé et favorisé le concept de la responsabilité sociale des entreprises (RSE), et dans quelle mesure leurs actions communes ont donné à la RSE une forme réelle et pratique. Après avoir passé en revue le dialogue social sectoriel et les attitudes des syndicats à l'égard de la RSE, les auteurs analysent les différentes approches de la RSE dans les activités des comités du dialogue social sectoriel. La recherche montre que plusieurs des comités de ce dialogue, qui se considèrent comme étant actifs ou non à l'égard de la RSE, s'étaient attaqués à des questions centrales soulevées par le concept durant les dernières années. Le développement des discussions institutionnelles européennes sur la RSE a clairement mené à la « redéfinition » des activités effectuées dans le cadre du dialogue social sectoriel, dans certains cas offrant un nouvel élan aux actions communes et élargissant la portée des débats, alors que dans d'autres cas offrant « du vieux vin dans de nouvelles bouteilles ». Cet article analyse également les activités spécifiques des comités du dialogue social sectoriel dans le secteur du sucre.
This article offers a historical and analytical overview of the development of the European social dialogue at the cross-sectoral and sectoral levels, and examines the potential of European social dialogue. In spite of the substantial institutional and cultural differences between the national industrial relations systems, the national social partners are increasingly facing the common challenges of globalisation and European integration. The European social dialogue has emerged as one of the potential instruments at the disposal of the social partners and European institutions for facing these common challenges. This article presents an evaluation of the development of European social dialogue to date and raises questions about future developments. ❖❖❖ Sommaire Cet article propose une analyse historique et analytique de l'évolution du dialogue social européen aux niveaux interprofessionnel et sectoriel et examine ses potentialités. Malgré les profondes différences institutionnelles et culturelles qui séparent les systèmes de relations professionnelles en vigueur dans chaque pays, les partenaires sociaux nationaux sont de plus en plus confrontés aux défis communs de la mondialisation et de l'intégration européenne. Le dialogue social européen s'est imposé comme un des instruments dont pourraient faire usage les partenaires sociaux et les institutions européennes pour affronter ces défis communs. Cet article propose aussi une évaluation de l'évolution suivie par le dialogue social européen jusqu'à ce jour et pose des questions sur son évolution future. ❖❖❖ ZusammenfassungDieser Artikel liefert einen historischen und analytischen Überblick über den europäischen sozialen Dialog auf branchenübergreifender sowie sektoraler Ebene und untersucht die Möglichkeiten des sozialen Dialogs. Trotz erheblicher institutioneller und kultureller Unterschiede zwischen den einzelstaatlichen Systemen der industriellen Beziehungen sehen sich die Sozialpartner auf nationaler Ebene zunehmend den gemeinsamen Herausforderungen gegenüber, die sich aus der Globalisierung und der europäischen Integration ergeben. Die Autoren bewerten die bisherige Entwicklung des sozialen Dialogs und befassen sich mit verschiedenen Fragen im Zusammenhang mit seiner künftigen Entwicklung.
In this introduction to the eight reports on different sectoral dialogues, the coordinators of this issue provide an inventory of the different forms of social dialogue in the EU. It is argued that trade unions have hitherto made insufficient use of the opportunities offered by social dialogue but that the sectoral social dialogue offers a forum for unions to cooperate with employers to develop policies to safeguard Europeanised industries. Two fields of action are identified as being particularly suitable for Europe-wide campaigning: common rules for the European labour market, including a European minimum wage system, and a ‘citizens insurance’ to sustain social security systems.
