Esta tesis está atravesada por las categorías educación, igualdad e interculturalidad, aspectos de interés de las Ciencias Sociales, principalmente de la Sociología y de la Antropología. Reflexionar sobre la igualdad en educación nos lleva a analizar los proyectos que cada sociedad plasma a través de sus políticas públicas, así como las perspectivas y las recepciones por parte de los agentes escolares. La presente tesis se propuso responder a la pregunta ¿Cómo es/son interpretada(s), apropiada(s) y aplicada(s) la(s) política (s) pública (s) de igualdad en educación, por agentes escolares de una institución escolar, que viene de una estructura pedagógica segregada para la enseñanza bilingüe del kichwa y del español? Entendemos que las interpretaciones, las apropiaciones y las aplicaciones de las políticas públicas de igualdad en educación, se producen en contextos específicos. Pero, lejos de ser asuntos individuales, son resultados de un tejido de experiencias pasadas, presentes y de los anhelos futuros que los grupos tienen en el marco de las culturas que les atraviesan. Optamos en esta tesis por la metáfora “huella”, entendida como un recurso analítico que permite entender tanto las dimensiones subjetivas, como contextuales e históricas, que abrazan las particularidades y los elementos más generales que circulan en los entornos socioculturales. Identificar las huellas de la igualdad educación supuso tanto un trabajo de análisis documental, como un acercamiento vivencial al contexto escolar, para detectar cómo los agentes escolares entran en diálogo con los límites y posibilidades de las políticas públicas para la educación. La escuela es un entorno en el que circulan estudiantes, docentes y familias, por eso esta investigación recuperó sus voces a través de un trabajo cualitativo en una institución de la Educación General Básica, del Sistema Intercultural Bilingüe, ubicada en Ecuador, en la Provincia de Tungurahua, en la ciudad de Ambato, donde el carácter bilingüe está dado por la enseñanza en kichwa y español. El desarrollo de este documento se sustenta en un ir y venir entre las voces de los agentes, el contexto bilingüe, el carácter intercultural y los marcos establecidos por las políticas públicas para la igualdad en educación, comprendidas entre los años 2007 a 2017.
<p dir="ltr"><span>El presente artículo refiere la identificación y reconocimiento de la dinámica organizativa de los consejos comunitarios en el municipio de Tumaco, en el marco de un programa de educación y formación en derecho social orientado al fortalecimiento de capacidades para el ejercicio de la gobernabilidad en los territorios. En la legislación colombiana, los consejos comunitarios de pueblos negros son instancia de autoridad y gobierno para la administración de las tierras asignadas por titulación colectiva, y su estructura organizativa atiende a la normatividad que establece la Ley 70/93, el Decreto reglamentario 1745/95 y el convenio 169 de la OIT, referentes jurídicos promulgados con el objeto de asegurar la vida de los pueblos, la justicia, la igualdad, el conocimiento, la libertad, el trabajo y la paz dentro del territorio y, al mismo tiempo, garantizar condiciones respetuosas de la cultura, de su ancestralidad y de la integración de las comunidades afrocolombianas.</span></p><div><span><br /></span></div>
