HeVér judit a piaci likviditás és a szabályozás kapcsolatának vizsgálata általános egyensúlyelméleti modellkeretben A pénzügyi válságok következményeként az elmúlt évtizedben középpontba került a szabályozás kérdése. A gyakorlatban szerzett tapasztalat és az elméleti modellek azt mutatják, hogy a likviditási kockázat és a túlzott kockázatvállalás csökkentése érdekében bevezetett szabályozói lépések hatására a piaci szereplők módosítják befektetési döntéseiket, sőt a szabályozói előírás visszahat a piaci likviditásra. Tranzakciós költséggel (eladási és vételi ár közötti árréssel) bővített általános egyensúlyelméleti modellt alkalmazunk a különböző eszközök likviditása és a bevezetett szabályozói előírás közötti kapcsolat vizsgálatához. A modellben a szabályozás hatására nő az árrés (a piaci likviditás csökkenésének mutatója), ami visszafogja a piaci szereplők közötti kereskedést és kockázatmegosztást. HeVér judit a likviditás és a permanens árhatás szerepe a portfólióértékelésben Kereskedés hatására a valós piacokon megfigyelhető ár elmozdulhat, amit a klasszikus megközelítés a fundamentumokkal magyaráz. Probléma forrása lehet azonban, hogy a kerekedési mechanizmusból fakadó piaci súrlódások szintén befolyásolják az árváltozást, folyamatosan torzítva az egyensúlyi árat. Így az árhatás -azaz a kereskedés következtében jelentkező árelmozdulás -vizsgálata összetett feladat. az árhatás figyelembevételével több gyakorlati problémát magasabb szinten lehet kezelni. Például ha olyan mennyiségben kellene eladnunk vagy vásárolnunk érték-papírokat, hogy egy lépésben piacra dobva az összes papírt az azonnali árelmozdulás miatt már jelentős tranzakciós költségekkel kellene számolnunk, akkor a nyilván-való megoldás az, hogy felaprózva, több kisebb ajánlatra bontva teljesítjük a megbízást. A likviditási válságok és a válságokat elemző tanulmányok felhívták a szabályozó szervek figyelmét a likviditás vizsgálatának fontosságára, így napjainkban a likviditás és a likviditási kockázat kezelése a szabályozási gyakorlatban (a BCBS és a SEC előírásaiban és az IOSCO ajánlásaiban) és az elméleti modellekben egyaránt fontos probléma. Az értekezés elméleti modellkeretben vizsgálja az optimalizáló piaci szereplők döntésének megváltozását likviditási és szabályozási korlátok bevezetésekor. Az intézményi befektetők szempontjából a likviditási kockázat mérésének és kezelésének kiemelt jelentősége van. Acerbi és Scandolo (2008) a portfóliók értékét az előírt likviditási elvárás és az eszközök pillanatnyi likviditását leíró marginális keresleti-kínálati görbék mellett határozza meg. A marginális keresleti-kínálati görbe az ajánlati könyvben egy adott pillanatban megüthető limitáras ajánlatokból határozható meg, és megadja, hogy egy adott értékpapír egységét milyen áron tudjuk megvenni/eladni. A likviditási elvárás halmaz a jövőbeli terveket formalizáló feltételrendszernek (likviditási elvárásnak) eleget tevő portfóliók halmaza. Mivel az intézményi befektetők portfólió-allokációról szóló döntéseiben saját kereskedésük árhatása fontos szerepet játszik (Almgren és Chriss; 2001), az értekezésben új portfólióértéket vezetünk be: a likviditási elvárás melletti portfólióértéket módosítottuk, a kereskedés következtében jelentkező permanens árhatás figyelembevétele mellett határoztuk meg. A permanens árhatás szerepeltetése a készletezési hatás miatt az árelfogadás feltételének sérülésével jár együtt, hiszen a piaci szereplő kereskedésével eltolhatja, akár manipulálhatja is az árakat. Intézményi befektetők esetében az így definiált pontosabb portfólióértéket használhatnánk kockázati mértékek számszerűsítésekor, tőkekövetelmény meghatározásakor, illetve portfóliókezelők teljesítményének vizsgálata során. A gyakorlati tapasztalat és az elméleti modellek azt mutatják, hogy a likviditási kockázat és a túlzott kockázatvállalás csökkentése érdekében bevezetett szabályozói lépések hatására a piaci szereplők módosítják befektetési döntéseiket, sőt a szabályozói előírás visszahat a piaci likviditásra. Az értekezésben tranzakciós költséggel (marginális keresleti-kínálati görbével, illetve árréssel) bővített általános egyensúlyelméleti modellt vezetünk be a különböző eszközök likviditása és a bevezetett szabályozói előírás közötti kapcsolat vizsgálatához. A modellben a szabályozás visszafogja a piaci szereplők közötti kereskedést és kockázatmegosztást. Egyensúlyban a piaci szereplők fogyasztási profilja kockázatosabb marad, alacsonyabb hasznossági szintet érnek el. Eredményünk, hogy a szabályozói előírás bevezetése (amennyiben az optimalizáló szereplő beleütközik a korlátozó feltételbe) csökkenti a piaci likviditást és a piaci szereplők hasznosságát. Természetesen a gyakorlatban a szabályozás kérdése sokkal összetettebb, és a beavatkozást a piaci tökéletlenségek indokolttá tehetik. Az értekezés ugyanakkor megerősíti, hogy a beavatkozás költségekkel jár, a szabályozói előírás bevezetése visszahat a piaci likviditásra. A szabályozási mechanizmusok tervezésekor ezt a szempontot is mérlegelni kell. Az értekezés utolsó fejezete kitekintésként a bevezetett modellt az intézmények és a gazdasági növekedés kontextusába ágyazva alkalmazza, a tranzakciós költség bevezetése és a kockázatmegosztás közötti kapcsolatot vizsgálja.
