La hipótesis de trabajo que guía la presente investigación establece que las acciones de Cooperación Sur-Sur (CSS) por China hacia Argentina, Brasil y Chile, está impulsada por motivaciones geopolíticas y económico-comerciales con el objetivo de atraer materias primas y recursos naturales. Se aborda la forma como China operacionaliza la CSS como un objetivo de su política exterior. El texto está conducido mediante tres partes. La primera desarrolla los instrumentos teóricos enfatizando la definición de CSS y su relación con la política exterior. La segunda abarca la Política Externa de China para América Latina que se desarrolla en dos momentos: (1) un recorrido histórico de la política exterior de la República Popular China donde se recalcan los principios fundamentales; y (2) la intensificación de las relaciones China-América Latina y su desarrollado a partir del siglo XXI. En tercer lugar, se examina la relación de China hacia Argentina-Brasil-Chile evidenciando las diversas áreas donde se desarrolla la CSS. Por último, cabe enunciar que la presencia de China en América Latina ha consolidado una reprimarización en las exportaciones de Argentina, Brasil y Chile, lo que evidencia un subdesarrollo a nivel estructural.
