Este artículo describe una experiencia de investigación y transferencia académicas aún en curso sobre el sistema de gestión de los residuos de la Ciudad Autónoma de Buenos Aires (CABA) y de otros municipios del área metropolitana bonaerense. Durante el trabajo de campo, se detectaron ciertos inconvenientes en el proceso de trabajo del que participan cooperativas de cartoneros y que tiene lugar bajo un nuevo sistema de gestión de residuos en la CABA. El artículo busca dar visibilidad a dichos inconvenientes, pero principalmente describir el proceso a partir del cual, con la participación de distintos actores, se diseñó, elaboró y puso a prueba una herramienta muy simple que, entendemos, soluciona el problema detectado. Se pretende así contribuir al debate y la reflexión sobre el papel de las actividades de investigación y transferencia académicas en el marco del compromiso con los grupos sociales que son objeto/beneficiarios de las mismas.
En las últimas décadas, los recuperadores urbanos de residuos y los procesos de formación de coo- perativas han sido objeto de estudio de numerosos análisis. Sin embargo, no son muchos los trabajos que indagan en la heterogeneidad de las coope- rativas de recuperadores de la ciudad de Buenos Aires y la especifcidad de cada proceso de forma- ción. Como un modo de comenzar a plantear esta cuestión, nos proponemos indagar en el proceso de conformación de una cooperativa en el perío- do 2001-2015, identifcando sus particularidades y dando cuenta de los efectos que ha tenido en los cartoneros la participación en esta nueva forma de asociatividad. Nos interesa, además, analizar las transformaciones subjetivas de los propios actores en relación con los procesos asociativos. Las pre- guntas de las que partimos es para qué se asociaron, para qué formaron cooperativas.
This article aims to address the changing relationship between waste and urban space in Buenos Aires. Specifically, based on an analysis of the period between 1976 and 2019, it seeks to understand the way in which cartoneros (waste pickers) are inscribed today. By studying the productive role played by frontiers as sites of conflict, this paper presents three movements in which borders trace over waste. This mapping reveals the place of the cartoneros as important actors in a network that links waste management, the production of urban space, and a certain way of organizing the labor force.
