La dinámica social de una región se ve influenciado por las condiciones socioeconómicas donde las zonas periféricas de un sector se ven afectadas por las alteraciones de los ecosistemas. La obligación de incorporar dentro de los planes de desarrollo y ordenamiento territorial incluir la gestión de riesgos de desastres partiendo del diagnóstico en los componentes económico, biofísico, y social tomando a consideración como el pilar fundamental para el uso y ocupación del suelo. Este trabajo tiene como objetivo establecer las zonas vulnerables ubicadas en la periferie del área urbana consolidada de la parroquia Lumbaqui del cantón Gonzalo Pizarro, a la vez ser un insumo referencial para la elaboración y aplicabilidad de políticas locales para la restricción de construcciones en zonas de riesgos a fin de resguardar la integridad de los ciudadanos modificando la dinámica social en los sectores donse se pude dar origen a eventos peligrosos o desastres. Los cambios de uso de suelo debido a las construcciones ilegales en zonas no consideradas dentro de la planificación urbana han provocado problemas serios de degradación podrían ocasionar riesgos de desastres.
El sistema de gestión de riesgos de desastres comprende un instrumento de aplicación dentro del territorio cantonal que permite la aplicación de tácticas y estrategias para la prevención, y mitigación de desastres naturales dentro de la circunscripción territorial, a través de la coordinación con cada uno de las instituciones que forman parte del Comité de Operaciones de Emergencia cantonal de Gonzalo Pizarro, lo cuales han contribuido enormemente en el desarrollo del presente documento con su conocimiento y experiencia, no solo para mejorar la capacidad local para enfrentar las posibles situaciones de emergencia a través de lineamientos generales, permitiendo la optimización de recursos y el aminoramiento de tiempos de respuesta. En la realización del documento se contó con el apoyo de las diferentes instituciones que conforman el Comité de Operaciones de Emergencia y el equipo técnico de la Unidad de Gestión de Riesgos de la Dirección de Gestión de Ambiente del Gobierno Autónomo Descentralizado Municipal del cantón Gonzalo Pizarro. El sistema de gestión de riesgos de desastres es un documento técnico – normativo, que toma a consideración un conjunto de actividades enfocadas en la planeación territorial, políticas públicas, gestión técnica y administrativa, orientando al desarrollo territorial, conservando los bienes y resguardando la integridad de los habitantes del cantón. Este instrumento lleva concordancia con el Plan de Desarrollo y Ordenamiento Territorial, siendo una parte fundamental 10 en cuanto a la prevención de extensión del área urbana en zonas de riesgos a través de un análisis técnico. La importancia que el riesgo de desastres tiene para el Gobierno Autónomo Descentralizado Municipal del cantón Gonzalo Pizarro, obliga a crear modelos de gestión a partir de la realidad cantonal, haciendo énfasis a la prevención y mitigación de situaciones de emergencia creando estrategias y tácticas por medio del Comité de Operaciones de Emergencia
Introduction. University higher education in recent decades has seen the need to participate in projects that lead to its evolution, transformation and adaptation to the demands of current times. The leading role of the teaching professional is becoming more visible in these changes, which is why it is considered that the recognition of it as a leader is of vital importance to transform reality. The study presented has as a general objective to study teacher leadership in the higher education system of Ecuador considering its leading role in the transformative participation of educational processes. Materials and Methods. The research carried out was part of the development of the mixed or qualitative methodology. This was a two-phase sequential study. The first quantitative phase involved a questionnaire with descriptive analysis, applied the reliability with the Cronbach’s alpha coefficient. The qualitative phase consisted of an interpretative documentary analysis. Results. The results showed that most of the teachers surveyed do not recognize themselves as leaders, or at least are not known as leaders in some areas of the educational processes in which they participate. Teachers have three types of leadership: instructional, distributed and university. Discussion and Conclusion. At the present time the participation, commitment and responsibility in the area of competence of the university teacher, the educational leadership represented in the professional of university teaching, it is vitally important to move from discourse to action and active participation in the transformation of the realities.
La Gestión del Riesgo de Desastres es un proceso de índole social con la finalidad de prevenir, reducir y controlar factores de riesgo, así como también en la preparación y respuesta ante tales situaciones, buscando proteger la vida de la población y su patrimonio. Por ello la presente investigación se llevó a cabo a través de una revisión sistemática de la literatura sobre los métodos utilizados para la gestión de riesgos, tanto cualitativos como cuantitativos. Metodológicamente, se abordó como una investigación documental tipo analítico, desde el enfoque interpretativo, realizando una revisión crítica del estado del conocimiento. El análisis de la información permitió profundizar y reflexionar acerca de las estrategias en la gobernanza de la gestión de riesgos de desastres en los gobiernos municipales del ecuador y la participación social que conlleva su puesta en práctica por lo que se hace necesaria la consolidación de la planeación como respuesta a los desastres, es a través de la asociación con diferentes entes y organizaciones que le permite ir orientando y ajustando los planes creados con anterioridad, aprobando así el crear una perspectiva en conjunto de cómo se deben realizar los planes y por consecuencia, la respuesta armónica ante la emergencia o eventual desastre.
