ResumenLos préstamos participativos otorgados por el sector público han sido muy utilizados en España como fórmula de apoyo público a la financiación de concesiones de infraestructuras, especialmente en el campo de las carreteras. Sin embargo, los métodos tradicionales de valoración de inversiones no per miten valorar de manera precisa el alcance de este tipo de fórmulas. El objetivo de este trabajo es aportar una metodología basada en el análisis de activos contingentes para cuantificar el valor que realmente aportan estas ayudas a los contratos de concesión, o, visto de otra forma, el coste real que representan para el sector público.Palabras clave: Activo contingente, préstamo participativo, concesión, infraestructura.Clasificación JEL: H81. IntroducciónEn España, las concesiones de obra pública cuentan ya con una larga tradición, especial mente en el desarrollo de la red viaria. En los últimos años se ha aplicado la figura de la concesión a la modernización de la red de autovías libres de peaje al usuario, las denomina das «autovías de primera generación».El concepto de autovía se ha aplicado en España a una vía de alta capacidad que no reúne todos los requisitos de las autopistas. Por ello, el Ministerio de Fomento abordó un plan de acondicionamiento que las adaptó a los criterios de las infraestructuras viarias de altas pres taciones. Este plan presentaba la particularidad de que las actuaciones planteadas se llevaban a cabo en forma de concesión de obra pública, remunerando al concesionario mediante un peaje en sombra . Durante la ejecución de las actuaciones incluidas en los contratos de concesión, fue necesario realizar obras adicionales no previstas inicialmente, lo que provocó un incremento 36 antonio l. lara galera y antonio sánchez soliño de la inversión, dando lugar a un cambio en el plan económico-financiero de los concesiona rios. En este contexto, el Ministerio de Fomento estableció la posibilidad de que las socieda des adjudicatarias pudieran optar a un préstamo participativo del Estado para financiar las obras no previstas inicialmente. En estos préstamos, la remuneración del prestamista a lo largo del tiempo (el pago de intereses) estaba ligada al volumen de tráfico del contrato con un carácter de opcionalidad.La modelización y valoración de este tipo de préstamos es compleja, puesto que por su estructura de opcionalidad el pago variable de intereses es contingente con el volumen de tráfico.Los modelos tradicionales para la valoración de activos o proyectos de inversión se muestran insuficientes cuando existe incertidumbre y opcionalidad en los futuros flujos de caja del proyecto.
