RESUMENSe plantea en este artículo una crítica acerca de los sentidos de algunos conceptos habituales en el urbanismo y directamente relacionados con la correspondencia entre espacios urbanos e infraestructuras de transporte. Los autores se interesan especialmente por los significados y usos de acepciones tales como conectividad, accesibilidad y movilidad. Abriendo el debate terminológico y elucidando la perspectiva del análisis teórico, esta contribución combina unas notas sobre la movilidad urbana sostenible y el planeamiento orientado por la política de transporte urbano. ABSTRACTIn this article a critique is laid out about the senses of some habitual concepts in the urbanism and directly related to the correspondence between urban spaces and infrastructures of transport. The authors are especially interested in the meanings and uses of such meanings as connectivity, accessibility and mobility. Opening the terminological debate and elucidating the perspective of the theoretical analysis, this contribution combines a few notes on the urban sustainable mobility and the Transit-Oriented Development.

Universidad de Granada, Granada, España.resumen | Las ciudades del sur de España tienen en la ordenación de su territorio un reto mayúsculo. Al aumento de la diversidad de formas y tiempos del urbano contemporáneo, se suma un incremento de relaciones, sensibilidades y niveles de gobernanza en una coyuntura socioeconómica muy difícil e incierta. En este contexto se reconoce una necesidad de cambio de paradigma en relación con el urbanismo heredado, un camino que permita una renovación metodológica de sus criterios de actuación y relación con la sociedad. Desde esta perspectiva, en este artículo se exponen los resultados de una investigación sobre la calle ciudad, una lectura específica de tres ciudades andaluzas. La calle ciudad es definida como un elemento urbano complejo perteneciente a cada ciudad, a través del cual observar el conjunto urbano. Mediante análisis propositivos y series cartográficas que atienden a la multiplicidad, las metodologías presentadas apuestan por un urbanismo descriptivo y crítico que sirva para profundizar en el conocimiento de los territorios urbanos.palabras clave | urbanismo, planificación urbana, estructura urbana. IntroducciónEl territorio urbano contemporáneo parece expandir sus fronteras sin mayores restricciones al mismo tiempo que aumenta su complejidad. Paralelamente a este proceso físico y también socioeconómico, las administraciones responsables de la ordenación del territorio y del urbanismo han ido recogiendo en las últimas décadas los segmentos disciplinares que se hacían fuertes -centrados en las infraestructuras, el patrimonio, la protección del medioambiente, el turismo, el comercio, la vivienda, etcétera-, y les han dado en muchos casos autonomía legislativa y poder decisorio en la ecuación urbana. En España, particularmente, el fortalecimiento de las autonomías -que observamos imparable-, al mismo tiempo que el peso del municipalismo, han convertido el territorio urbano en un campo superpuesto de todo tipo de regulaciones, sirviéndose para ello de los planeamientos generales urbanos, así como de los planeamientos supramunicipales de tipo metropolitano. En último término, ha sido un intento de controlar la difusión espacial, la mezcolanza ciudad-campo, la mala praxis edificatoria, la fragilidad ambiental o la distancia entre gobiernos y ciudadanos, al tiempo que se trata de domesticar cambios socioeconómicos que se han mostrado casi inevitables. por la Junta de Castilla y León, responde a las recientes directivas de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura -UNESCO-que buscan introducir nuevas herramientas de gestión adaptadas a las condiciones singulares de cada caso. Sin embargo la experiencia sobre estos planes es casi inexistente. En este contexto el plan orienta su objetivo principal, proteger y poner en valor con eficacia el "valor universal excepcional" que justifica la inclusión de Salamanca en la lista de Patrimonio Mundial, con un desarrollo novedoso del concepto de "paisaje urbano histórico", enfocado desde tres perspectivas: el territorio, el paisaje interior de la ciudad y el paisaje intangible. Este escrito enuncia los contenidos principales de dicho documento en proceso de aprobación y que incluye la revisión del Plan Especial del Conjunto Histórico. Pero, sobre todo, se centra en mostrar un modelo abierto de comprensión espacial de los elementos que componen el patrimonio urbano, modelo que fundamenta y dirige los criterios de conservación activa aplicables. ABSTRACTThe Management Plan fro the Old City of Salamanca, assigned by the Castilla y León Government, is the result of the current UNESCO directives oriented to introduce new management tools fitted for any case. However practically does not exist experience. In this context the plan guides its main scope, the efficiency in the "outstanding universal value" protection and revalorization for justifying the Salamanca inclusion in the World List, with an innovative development of the "historical urban landscape" concept. This is focused from three perspectives: the territory, the inner city landscape and the intangible landscape. This paper explains the elements of the proposal -now involved in its approval process-, the Management Plan and the plan for the Urban Conservation Area included in it. But, over all, this paper shows an open model for understanding the urban heritage components, model which is in the basis of the improvement principles applied.
