El presente trabajo propone un nuevo método para obtener una evaluación a largo plazo de la eficiencia mediante la estimación de fronteras parciales robustas orden-m, aplicando fronteras globales y fronteras locales. La aplicación al servicio de recogida de residuos para el período (2002-2010) permite obtener indicadores de eficiencia que no varían en función del año analizado, mejorando la toma de decisiones en relación con la elección de las formas de gestión de los servicios públicos. Los resultados sugieren el uso de fórmulas privatizadas para los ayuntamientos de mayor tamaño, y de fórmulas de cooperación para los ayuntamientos de menor tamaño.
During the last years, Transparency has become in a key element in the interaction between public administrations and society. However, this is a broad concept, which needs to be defined and measured carefully. Various authors have addressed this concept, from the perspective of different areas, through the creation of dichotomous indexes of transparency, but not measuring the quality of the information. In the present study, we propose a new method to measure the quality and content of municipal information disclosure, avoiding the creation of a synthetic index, highlighting the elements of transparency that provide optimal information, in quality and quantity. After that, we identify differences between local governments with different political ideologies, using multidimensional scaling analysis. The results obtained show that conservative governments grant more importance to transparency indicators, especially regarding legal and institutional information, than progressive ones.
The aim of this study was to conduct an analysis of the elements of public finances that favor the contracting out of social services, together with political and socioeconomic issues. The results obtained reflect the existence of significant differences in this respect according to the size of the municipal population, and show that while most indicators of a worsening financial condition, together with the neighborhood effect and a conservative political ideology, increase the likelihood of contracting out taking place, the “Austerity Machine” is not, in fact, associated with a greater probability of social care being contracted out in larger municipalities.
