España ha sido uno de los países de Europa Occidental que ha avanzado hacia adelante en el proceso de descentralización del Estado de Bienestar en las últimas décadas. En concreto, las décadas de 1990 y 2000 fueron testigo de una aceleración de este proceso, el cual ha estado acompañado de una expansión del gasto social (el denominado esfuerzo en bienestar) a nivel sub-nacional (Comunidades Autónomas). Esta investigación pretende contribuir a varios debates abiertos en la literatura académica sobre los cambios en la gobernanza de las políticas sociales en su dimensión vertical –en relación al continuo descentralización/(re)centralización–, así como los factores explicativos de los mismos. En concreto, nos preguntamos si las reformas introducidas en materia de activación en el Estado de Bienestar español en el contexto de la crisis han repercutido también en las relaciones entre los diferentes niveles de gobierno. Analizamos en detalle el proceso de toma de decisiones y los sistemas de financiación e implementación de las políticas activas del mercado de trabajo. Junto con el análisis de datos cualitativos y cuantitativos, para contrastar nuestras hipótesis sobre el cambio en la gobernanza multinivel del Estado de Bienestar, en esta investigación se han llevado a cabo 15 entrevistas en profundidad semiestructuradas, realizadas en el marco de un proyecto de investigación más amplio.

Introducción
1El objeto del presente análisis son las relaciones que se establecen entre los distintos niveles territoriales de gobierno en el ámbito de la política de medioambiente en España. El periodo considerado abarca, con desigual grado de atención, los últimos veinte años.Nuestra reflexión se apoya en los planteamientos y conceptos propios del enfoque de políticas públicas, los estudios sobre relaciones intergubernamentales (RIG) y el enfoque de gobierno multinivel. A estos efectos vamos a entender la política de medio ambiente como uno de los productos del sistema político-administrativo, resultado del funcionamiento de redes en las que participan tanto organizaciones pertenecientes a los distintos niveles de gobierno como actores pertenecientes al ámbito de la sociedad civil (Hanf y Scharpf 1979).El Estado Autonómico, marco en que se desarrolla la política de medio ambiente, se contempla como un sistema de corte federal que incorpora ciertos rasgos de asimetría político-territorial (Agranoff 1996; Moreno
