Emergency rescue dispatch is not only influenced by current accidents but also influenced by potential accidents, which are caused by current accidents. In this paper, emergency rescue process is introduced in detail to cognize rescue stages, rescue components and rescue resource. According to relationship of rescue sites and dispatch cost, dispatch paradox of potential accidents is elaborated to show that potential accidents have significant impact upon emergency rescue dispatch. In order to minimize the overall dispatch cost, emergency rescue resource dispatch model of expressway is established based on opportunity cost model, improved scene decomposition algorithm and genetic algorithm (GA) with regard to potential accidents. Considering different rescue resource, dispatch schemes for optimization results are analyzed through case study of Henan expressway, China. Results indicate that these methods could accord with practical dispatch operation for emergency rescue process and emerge good effect.
