Las prácticas de las llamadas «burocracias a pie de calle» (street-level bureaucracy, SLB) constituyen un problema central a la hora de entender los procesos de implementación de políticas públicas. El trabajo seminal de Lipsky sentó las bases teóricas para un análisis metódico de este tipo de prácticas. Sin embargo, la apropiación de Lipsky, al menos en el contexto latinoamericano, se ha limitado a la citación parcial sin un examen empírico riguroso de la teoría. Nuestro análisis del PEAR, basado en datos primarios (participación etnográfica, entrevistas, grupos focales) y secundarios (textos oficiales), identificó prácticas y contextos no previstos por la teoría. Contrariamente a los postulados teóricos, encontramos que las hipótesis de comportamiento sobre racionalización del servicio y de la simplificación cognitiva, no son buenos predictores de las relaciones de los burócratas a pie de calle (SLBs) con sus ciudadanos.
ResumenDurante su proceso de redemocratización, Brasil fue el escenario de luchas sociales que promovían una reforma urbana y el derecho a una vivienda digna para los pobres. Entre las grandes capitales estatales, Belo Horizonte destaca por tener un programa específico para reubicar a familias en situación de riesgo geológico: el Programa Estruc tural para Áreas de Riesgo (pear, en inglés: Structural Program for Risk Areas). Llevamos a cabo un análisis sociológico de la acción flexible de las burocracias pear que trabajan en las comunidades de bajos ingresos. Armados con los conceptos de autonomía incorporada y burocracias de nivel de calle (street-level bureaucray), identificamos los programas de comportamiento que surgen de la tensión en el ejercicio de las funciones de este cuerpo burocrático: los empleados del pear coordinan la acción colectiva y median en el conflicto, mientras que por otro lado administran los escasos recursos.353
