The use of ethnographic methods is on the rise in International Relations. However, research in this area has largely been constrained to critical or interpretive analysis of nontraditional objects of study. This has been driven in part by two practical problems that limit ethnographic analysis: that of aggregation, as international phenomena are necessarily large in scale, and that of access, as institutional settings are often closed or secretive. While we commend critical and nontraditional research for driving much‐needed expansion of the disciplinary agenda, we offer a complementary account, arguing that scholars can also use ethnographic methods in explanatory research. To do so, we draw on two methodological literatures in anthropology. The first approximates ethnographic research through historical immersion. The second applies ethnographic methods at multiple research sites, tracking transnational phenomena across them. The paper sketches prospective studies of each kind, concerning the creation and implementation of the United Nations. While neither method is entirely new to IR, the methodological literatures in question have yet to receive systematic treatment in the field.
IR scholars have made increasingly sophisticated use of historical analysis in the last two decades. To do so, they have appealed to theories or philosophies of history, tacitly or explicitly. However, the plurality of approaches to these theories has gone largely unsystematized. Nor have their implications been compared. Such historical-theoretic orientations concern the 'problem of history': the theoretical question of how to make the facts of the past coherently intelligible. We aim to make these assumptions explicit, and to contrast them systematically. In so doing, we show theories of history are necessary: IR-theoretic research unavoidably has tacit or overt historical-theoretic commitments. We locate the field's current historical commitments in a typology, along two axes. Theories of history may be either familiar to the observer or unfamiliar. They may also be linear, having a long-term trajectory, nonlinear, lacking such directionality, or multilinear, proceeding along multiple trajectories. This comparative exercise both excavates the field's sometimes-obscured commitments and shows some IR theorists unexpectedly share commitments, while others unexpectedly do not. We argue that better awareness of historical-theoretic reasoning, embedded in all IR uses and invocations of history, may encourage the discipline become more genuinely plural.
A growing literature in IR addresses the historical international politics of East Asia prior to Western influence. However, this literature has taken little note of the role of Eurasian steppe societies and empires in these dynamics. This article offers a corrective, showing that relations between China and the steppe played an important role in regional politics. I argue that Chinese elite conceptions of the steppe as other played an important role in maintaining China’s ontological security. Imperial Chinese elites pursued a deliberate strategy of ‘othering’ steppe societies, presenting them as China’s political-cultural opposite. Doing so both provided a source of stable identity to China and justified their exclusion from the Chinese ‘world order’. Empirically, I proceed in three sections. First, I consider Chinese identity building, framed in terms of ontological security, both under the founding Qin and Han dynasties, and under the later Ming dynasty. Second, I address recent historiography of the steppe, showing Chinese conceptions of it were inaccurate. Third, I address the long history of hybridity between the two regions.
International relations (IR) has seen a proliferation of recent research on both international hierarchies as such and on historical IR in (often hierarchical) East Asia. This article takes stock of insights from East Asian hierarchies for the study of international hierarchy as such. I argue for and defend an explanatory approach emphasizing repertoires or toolkits of hierarchical super- and subordination. Historical hierarchies surrounding China took multiple dynastic forms. I emphasize two dimensions of variation. First, hierarchy-building occurs in dialogue between cores and peripheries. Variation in these relationships proliferated multiple arrangements for hierarchical influence and rule. Second, Sinocentric hierarchies varied widely over time, in ways that suggest learning. Successive Chinese dynasties both emulated the successes and avoided the pitfalls of the past, adapting their ideologies and strategies for rule to varying circumstances by recombining past political repertoires to build new ones. Taken together, these phenomena suggest new lines of inquiry for research on hierarchies in IR.
Why is there no reactionary international theory? International Relations has long drawn on a range of traditions in political thought. However, no current or recent major IRtheoretic school is expressly reactionary. This is surprising both because reaction was once common in IR, and is now common in world politics. We define reaction as a form of political nostalgia: a belief the past was better than the present and likely future, generally accompanied by a desire to recover that prior condition. The current lack of reactionary IR impacts the field's capacity to make sense both of its own history and of reactionary practice in the world. In this exploratory account, we provide a definition of reaction, then show no current school of IR theory falls within it-but that it nonetheless once deeply shaped the field. We survey reactionary ideas in the history of political thought, finding a cogent and persistent tradition. We then explore the impact of reactionary ideas on the practice of world politics, identifying two distinct varieties of reactionary state and illustrating them empirically. We conclude by considering the question of why reaction is now absent from IR theory-yet all around us in world politics.
While peacekeeping’s effects on receiving states have been studied at length, its effects on sending states have only begun to be explored. This article examines the effects of contributing peacekeepers abroad on democracy at home. Recent qualitative research has divergent findings: some find peacekeeping contributes to democratization among sending states, while others find peacekeeping entrenches illiberal or autocratic rule. To adjudicate, we build on recent quantitative work focused specifically on the incidence of coups. We ask whether sending peacekeepers abroad increases the risk of military intervention in politics at home. Drawing on selectorate theory, we expect the effect of peacekeeping on coup risk to vary by regime type. Peacekeeping brings with it new resources which can be distributed as private goods. In autocracies, often developing states where UN peacekeeping remuneration exceeds per-soldier costs, deployment produces a windfall for militaries. Emboldened by new resources, which can be distributed as private goods among the selectorate, and fearing the loss of them in the future, they may act to depose the incumbent regime. In contrast, peacekeeping will have little effect in developed democracies, which have high per-troop costs, comparatively large selectorates, and low ex-ante coup risk. Anocracies, which typically have growing selectorates, and may face distinctive international pressures to democratize, will likely experience reduced coup risk. We test these claims with data covering peacekeeping deployments, regime type, and coup risk since the end of the Cold War. Our findings confirm our theoretical expectations. These findings have implications both for how we understand the impact of participation in peacekeeping – particularly among those countries that contribute troops disproportionately in the post-Cold War era – and for the potential international determinants of domestic autocracy.
