This paper reviews demographic aspects of and adaptational responses to disability. These are then combined with a number of inter-related attitudes to explain and refine the social and individual costs of disability.
A set of issues which rehabilitation and other counselors must evaluate in their attitudes toward treatment modalities has to do with chemical use/abuse as it relates to counselor attitudes toward treatment and measures identified as “harm reduction”. Two measures of harm reduction which had been adopted primarily in Europe, and are now being used in communities in the United States, are needle exchange and methadone treatment. In order to examine rehabilitation counselors' attitudes toward these measures, a brief confidential survey was mailed to each member of the Ohio Rehabilitation Association about their attitudes toward such measures, as well as demographic information about the respondents. This information was then examined to provide the statistical data examined, which in turn resulted in the conclusions and recommendations to the study.
Functional Job Analysis will continue to be the preferred method for accurate, reliable, and legally defensible determination of job duties. With the implementation of the Occupational Information Network (O*NET), job-related functions to be evaluated will expand and the potential applications and problems, both practical and research, will increase. The O*NET system is described, as are potential uses and shortcomings of O*NET, as well as the importance of O*NET to job analysis and vocational evaluation.
In today’s rapidly changing society, counsellors need to have knowledge and skills to work effectively with a diverse consumer population. A review of rehabilitation counsellor education programs in the United States applying for CORE (Council on Rehabilitation Education) re-accreditation between 1991–1994 revealed that two-thirds of the programs had content deficits in multicultural and gender issues. Australia and other countries besides the United States have experienced increases in the number of cultural minorities entering the workforce. The role of women in the modern workforce also has undergone significant change. These issues need to be considered by rehabilitation counsellors in all countries. The importance of infusing these content areas in graduate training is addressed. The authors offer suggestions for infusion of cultural and gender issues into rehabilitation counselling curricula.
