A segregação socioespacial é um processo dialético indissociável da dinâmica do sistema capitalista nas cidades e expressa a luta de classes pela apropriação do espaço. Este artigo discute como a Hidrelétrica de Belo Monte, como um dos fatores de reestruturação na cidade de Altamira (PA), interfere no processo de segregação socioespacial. A construção do empreendimento hidrelétrico mobilizou uma grande quantidade de capital e de trabalhadores para a região, implicando diretamente no aumento dos preços de terrenos e dos aluguéis, influenciando processos de ocupação urbana em áreas alagadiças, como na Lagoa do Independente I. Além disso, a Norte Energia agiu diretamente em processos de reassentamento urbano, modificando as localizações urbanas da população mais pobre da cidade de Altamira no sentido centro-periferia. Como resultado, apresentamos dois modos de segregação: a conduzida, resultante dos programas de requalificação desenvolvidos pela empresa Norte Energia; e a induzida, que emerge a partir da ampliação da desigualdade socioespacial advinda de Belo Monte.
ResumoEste artigo analisa o processo de expansão urbana recente em Altamira – PA, de modo a verificar as novas tendências de crescimento a partir da instalação da usina hidrelétrica de Belo Monte. São utilizados como bases teóricas os conceitos ligados à morfologia urbana e à produção social do espaço urbano. A expansão urbana recente se constitui a partir de fatores articulados ao processo de instalação da usina hidrelétrica, onde se verifica um crescimento acelerado da malha urbana em várias direções, respeitando o sentido das vias estruturantes. Tal crescimento chega a ultrapassar 50% e se dá a partir de novas instalações urbanas para habitação e uso coletivo, públicas e privadas, que alteram o desenho da cidade, sua paisagem e estrutura urbana. Nesse novo cenário, cabe destaque ao papel dos agentes imobiliários e do poder público, bem como da empresa Norte Energia S.A como indutora de processos e agente ordenador do território.Palavras Chave: Expansão urbana, morfologia, Altamira, Belo Monte. AbstractThis article analyzes the process of recent urban expansion in Altamira, Pará State, in order to check for new growth trends after the implementation of the hydroelectric plant of Belo Monte. The concepts related to urban morphology and social production of urban space are used as theoretical basis to this study. The recent urban expansion is composed by factors related to the hydroelectric plant implementation process, which shows a rapid growth of the urban mesh in several directions, respecting the way of structuring roads. Such growth exceeds 50% and it happens by means of public and private new urban facilities for housing and collective use that alter the design of the city, its landscape and urban infrastructure. In this new scenario, it is highlighted the real estate agents’, government’s, and Norte Energia corporation’s roles, being the former one considered an originator territory agent and responsible for inducing this processes.Keywords: urban expansion, morphology, Altamira, Belo Monte. ResumenEn este artículo se analiza el proceso de reciente expansión urbana en Altamira-PA, con el fin de comprobar si hay nuevas tendencias de crecimiento después de la instalación de la central hidroeléctrica de Belo Monte. Se utilizan como base teórica los conceptos relacionados con la morfología urbana y la producción social del espacio urbano. La reciente expansión urbana se constituye a partir de factores relacionados con el proceso de instalación de la planta hidroeléctrica, donde hay un rápido crecimiento de la red urbana en varias direcciones, respetando el modo de estructuración de las carreteras. Este crecimiento es superior al 50% y se produce a partir de nuevos equipamientos urbanos para viviendas y uso colectivo, públicos y privados, que alteren el diseño de la ciudad, su paisaje y la estructura urbana . En este nuevo escenario, hay que destacar el papel de los agentes de bienes raíces, el gobierno y también del Norte Energia S.A , que induce procesos y articula el territorio .Palavras Chave: expansión urbana, morfología, Altamira, Belo Monte.
Com este artigo pretendemos analisar os novos papéis de centralidade conferidos à cidade de Altamira a partir da instalação da usina hidrelétrica de Belo Monte. Como parâmetros para a análise, concebemos a cidade de Altamira com uma importante função de centralidade no sudoeste do Pará, abrangendo nove núcleos urbanos articulados entre o rio Xingu e a rodovia Transamazônica (BR-230). O referencial teórico utilizado se vincula ao conjunto de estudos sobre a cidade e o urbano no Brasil e na Amazônia, especialmente àqueles que fazem à relação entre a reestruturação urbana e as cidades médias. Com base em dados de fontes oficiais e de pesquisa de campo, os resultados apontam que a cidade de Altamira passa por uma transição em sua forma e funções urbanas, alterando as características que permitem a esta ampliar sua capacidade de articulação entre os centros urbanos. A UHE Belo Monte permitiu, nesse caso, a indução de processos que resultaram na expansão da infraestrutura e no aumento da oferta de bens e serviços, promovendo um novo significado em termos de centralidade urbana.
A diversidade das realidades representadas pelas cidades médias requer o reconhecimento das particularidades desses centros urbanos e de suas articulações regionais, especialmente ao se levar em conta as diferenças entre as macrorregiões brasileiras, como é o caso da Amazônia em relação ao restante do país. Nesse sentido é que surge a problemática dessa pesquisa, delimitada pelas indagações que se seguem: como se caracterizam as cidades de Castanhal e Altamira em termos de suas situações espaciais, estruturas urbanas e articulações regionais? E como esses centros urbanos, a partir de suas particularidades, apresentam-se diante do conjunto das cidades médias? A partir do desenvolvimento de procedimentos metodológicos como levantamentos bibliográficos e documentais e trabalhos de campo pode-se constatar que a análise das cidades de Castanhal e Altamira, no Estado do Pará, revela o quanto é indispensável a consideração das particularidades regionais amazônicas na busca do reconhecimento das cidades médias a partir dos seus papéis na rede urbana. Além disso, também evidencia que mesmo em se tratando de um contexto macrorregional comum a duas cidades as suas particularidades continuam a se impor, o que levou, na presente análise, à admissão de Castanhal como cidade média de entorno metropolitano e Altamira enquanto cidade média da fronteira amazônica.
O presente artigo aborda a respeito do papel da usina hidrelétrica de Belo Monte nas transformações espaciais em Altamira-PA e em sua região de influência (RIA). Para fins da análise, considera-se a cidade de Altamira como uma cidade média, permitindo-se utilizar os autores, as abordagens teóricas e as variáveis utilizadas para se tratar desse tema no Brasil. No decurso da pesquisa, entendeu-se que formulações até então desenvolvidas a respeito das cidades médias, ao mesmo tempo em que se mostram relevantes, necessitam de uma explicação adicional para chegar a uma formulação coerente a respeito da realidade em estudo. A partir de uma prospecção teórica que articula os conceitos de estrutura, estruturação e suas relações com o espaço social, chega-se a uma formulação denominada de “nexos de re-estruturação da cidade e da rede urbana”, que designa uma forma metodológica necessária para ler a realidade de Altamira e de sua região de influência em seu movimento, com camadas e nuances necessárias para divisar o novo e o velho em processo de transformação
