Despite environmental regulations in Ecuador, particularly in the Province of Azuay, the solid waste final disposal management is still a socio-environmental problem, worsened by weak governance processes. The province has three sanitary landfills with almost expired service lives. The site selection was based on circumstantial reasons, which makes landfills more likely to cause environmental pollution and, therefore, have negative implications for public health. The largest landfill serves Cuenca and also leases service to other small cities. The remaining two are small and, accordingly, have limited technology and fewer resources. In this context, the main aim of this study is to evaluate the terrain of the province to find the most suitable area for landfill siting. A multi-criteria decision analysis, integrated with a geographical information system and analytical hierarchy process methodology, was conducted. Fourteen factors and seven constraints were simultaneously analysed, divided into technical, environmental, social, and economic categories; 15 of these criteria were from the Ecuadorian Unified Text of the Secondary Legislation of the Environmental Ministry. According to the results, 76.17% of the territory is not suitable for landfill implementation, and the unrestricted area represents the remaining 23.83%. The highest landfill suitability index (70–81%) is located in the south of the province in Santa Isabel, Oña, and Nabón cantons, which are dry and clay-rich areas.
En Latinoamérica, los sitios de emplazamiento de un relleno sanitario como tecnología de disposición final, se configuran como zonas altamente conflictivas desde una perspectiva socioambiental, lo que pudiera ser atribuible a los ineficientes procesos técnicos, administrativos y políticos que experimenta la región de forma generalizada. Además, al ser fuentes de contaminación en potencia generan una gran oposición ciudadana por las implicaciones en la salud pública y en los recursos naturales. Como consecuencia de las grandes cantidades de desechos que se generan por falta de empoderamiento en procesos de reutilización y reciclaje, para los países en vías de desarrollo aún es imperante contar con rellenos sanitarios en mayor número y superficie. En este contexto, cada país de la región ha desarrollado cuerpos legales anclados a sus respectivas políticas públicas, en donde establecen los criterios mínimos a cumplir para la implementación de un sitio de disposición final. El presente artículo realiza una revisión sistemática de 14 de estas normas latinoamericanas y su posterior comparación con las variables de la regulación ecuatoriana, con el fin de establecer oportunidades de mejora desde una perspectiva técnica y legal, que contribuyan a un desarrollo sustentable del Ecuador.

Introducción: En la ciudad de Cuenca-Ecuador existen varios sistemas de abastecimiento de agua potable, algunos de los cuales se encuentran en zonas de expansión urbana y expuestos a amenazas. Objeto: Analizar la vulnerabilidad física y exposición ante la amenaza de movimientos en masa del sistema de agua potable Culebrillas, que se encuentra en la zona de expansión urbana y cubre una parte de la ciudad. Metodología: Se aplicó una metodología cualitativa y se utilizó una ficha de entrevista a técnicos de la Empresa Pública de Telecomunicaciones, Agua Potable y Alcantarillado para recolectar información de cada uno de los indicadores de vulnerabilidad de los componentes del sistema, que fueron ponderados para obtener un índice de vulnerabilidad física, el mismo que permitió determinar el nivel de vulnerabilidad, cuyos criterios para la ponderación se aplicó el método Delphi; mientras que, para establecer la exposición ante la amenaza de movimientos en masa de la infraestructura, se utilizó el mapa de movimiento en masa elaborado por el Ministerio de Agricultura, Ganadería, Acuacultura y Pesca y Secretaría Técnica de Gestión de Riesgos. Resultados: Los resultados indican que el sistema de agua potable Culebrillas en sus componentes: captación, posee un índice de 20 puntos que representa el nivel de vulnerabilidad bajo; conducción, con 25 puntos equivale a bajo; planta de tratamiento con 19,3 puntos representa bajo; distribución, que a su vez está compuesta por los tanques de reservas de distribución con 25,2 puntos que corresponde a bajo y la red de distribución con 48,4 puntos que representa medio; con respecto a la exposición a la amenaza movimiento en masa: la infraestructura de la captación-tanque, en su mayor parte la red de conducción, con menor número de tanques y la red de distribución se encuentran en zonas de nivel alto. Conclusión: El presente estudio constituye en un modelo piloto para evaluar los otros sistemas que abastece a la ciudad de Cuenca, así como, se podría replicar en otros centros poblados del país.
