Descubrir la metodología y herramientas apropiadas para medir la pobreza de manera certera ha sido un objetivo dinámico y perfectible de los investigadores interesados. El cambio conceptual de la medición de la pobreza en México -que ha pasado de ser una consideración unidimensional a una multidimensional basada en derechos sociales universales-, ha dado como resultado que el Consejo Nacional de Evaluación de la Política de Desarrollo Social (CONEVAL) desarrolle toda una metodología de la medición multidimensional de la pobreza, con la que se cuantifica la carencia social de acceso a la alimentación. La medición de esta carencia representa retos específicos ya que su relación con la Inseguridad Alimentaria es manifiesta, y las escalas de seguridad alimentaria basadas en experiencias vividas por los integrantes de un hogar, aparecidas a finales de la década de los años ochenta del siglo pasado en Estados Unidos, han demostrado que miden lo que pretenden. La ELCSA es el resultado de múltiples experiencias anteriores con escalas de medición de inseguridad alimentaria en el hogar, validadas tanto en Estados Unidos como Brasil, Colombia, México y otros países de América Latina y el Caribe. México ha adoptado la ELCSA como un instrumento para medir el acceso a la alimentación, uno de los indicadores de carencia social en su metodología para la medición multidimensional de la pobreza.
Resumen. Con el fin de conocer los factores, actores y comportamientos principales que impactan la viabilidad y permanencia de las cooperativas en México y generar conocimiento que coadyuve al rediseño de políticas públicas para el desarrollo de la economía social, en este trabajo se describe el proceso que en términos generales siguen treinta cooperativas de la Región de la Costa de Oaxaca en busca de mantenerse y desarrollarse en contextos sociales y económicos que les son adversos. Se analizan, desde los aspectos que cohesionan inicialmente al grupo social de fundadores, hasta su consolidación como cooperativas auto-sostenibles de producción o servicios, o en su defecto hasta la desintegración real de la cooperativa. Se identifican las etapas de cohesión social inicial, construcción del proyecto cooperativo, formulación del proyecto de inversión, gestión del financiamiento, puesta en marcha y operaciones, así como consolidación o desintegración real. Para su realización, se utilizó el método de análisis y síntesis, respaldado con cincuenta entrevistas en profundidad a informantes clave de las treinta cooperativas. Se hizo énfasis en identificar normas formales e informales que regulan la interacción social, motivaciones y comportamientos de los actores involucrados, así como los principales obstáculos que enfrentan los cooperativistas en cada etapa. Asimismo, se buscó identificar en qué medida el éxito o fracaso del emprendimiento social depende de factores y actores externos al grupo social o de los aspectos internos de índole social, institucional, económico, técnico, organizacional y político de quienes integran las cooperativas.
El objetivo fue validar cualitativamente la escala latinoamericana y caribeña sobre seguridad alimentaria (ELCSA) como precedente a su aplicación. La ELCSA ha sido sometida a múltiples procesos de validación cuantitativa y ha demostrado validez interna (comportamiento psicométrico) y validez externa (poder predictivo); pero no hay información sobre validaciones cualitativas. La ELCSA fue sometida a un proceso de validación cualitativa, se realizaron entrevistas a profundidad y cinco talleres; posteriormente, se aplicó a 105 familias que conforman la localidad. Los resultados obtenidos en la validación cualitativa demuestran que la ELCSA es una herramienta útil, ágil y de bajo costo para monitorear la inseguridad alimentaria en la zona centro-sur del estado de Puebla. Su aplicación muestra que el 0.95 % de los hogares tienen seguridad alimentaria; 60 % tienen inseguridad alimentaria leve; 35.24 % tienen inseguridad moderada y el 3.81 %, inseguridad severa, lo que muestra una localidad que no posee problemas serios de hambre.Abstract: The objective was to qualitatively validate the Latin American and Caribbean Scale on Food Security (ELCSA) as a precedent to its application. The ELCSA has under gone multiple quantitative validation processes and has demonstrated internal validity (psychometric behavior) and external validity (predictive power); but there is no information on qualitative validations. The ELCSA underwent a qualitative validation process, in-depth interviews and five workshops were carried out, subsequently it was applied to 105 families that make up the town. The results obtained in the qualitative validation show that the ELCSA is a useful, agile and low-cost tool to monitor food insecurity in the central-southern zone of the state of Puebla. Its application shows that 0.95 % of households have food security; 60 % are slightly food insecure; 35.24 % have moderate insecurity and 3.81 % severe insecurity, which shows a locality that does not have serious hunger problems.Keywords: qualitative validation; food security; Latin American and Caribbean Scale on Food Security; Scientific Committee; hunger.Résumé : L’objectif était de valider qualitativement l’échelle latino-américaine et caribéenne de sécurité alimentaire (ELCSA) en tant que précédent de son application. L’ELCSA a subi de multiples processus de validation quantitative et a démontré une validité interne (comportement psychométrique) et externe (pouvoir prédictif) ; mais il n’y a aucune information sur les validations qualitatives. L’ELCSA a subi un processus de validation qualitative, des entretiens approfondis et cinq ateliers ont été menés, puis appliqués à 105 familles qui composent la ville. Les résultats obtenus lors de la validation qualitative montrent que l’ELCSA est un outil utile, agile et peu coûteux pour surveiller l’insécurité alimentaire dans la zone centre-sud de l’État de Puebla. Son application montre que 0,95 % des ménages ont une sécurité alimentaire ; 60 % sont en situation d’insécurité alimentaire légère ; 35,24 % ont une insécurité modérée et 3,81 % une insécurité sévère, ce qui montre une localité qui n’a pas de graves problèmes de faim. El objetivo del presente trabajo consiste en analizar la situación actual de la actividad agrícola en el contexto geográfico y social de una localidad rural en vías de incorporación económica y territorial a procesos citadinos. En Santa María Texcalac, Tlaxcala, se encuentra un ejemplo patente de estos cambios, de ahí que se haya seleccionado como caso de investigación. Para obtener esta información, se realizaron entrevistas de profundidad con informantes clave y la aplicación de un cuestionario a una muestra representativa. Los resultados obtenidos en los cuestionarios y en las entrevistas coinciden en que la práctica de la agricultura en Santa María Texcalac ha disminuido significativamente debido a que, a nivel ejidal o pequeña propiedad, ha dejado de ser una actividad económica que proporcione ingresos suficientes para mantener a una familia. En la actualidad, la agricultura solo es practicada por personas mayores de edad; los padres no tienen intenciones de inculcar la agricultura en sus hijos; los terrenos en el presente se venden, sobre todo, para destinarlos a otro uso diferente al agrícola; además de que al Gobierno mexicano solo le interesa apoyar a los grandes productores agrícolas: el campesino pequeño no existe en sus planes.
El objetivo de este trabajo es analizar el concepto de soberanía alimentaria, así como determinar si la soberanía alimentaria en México puede considerarse como una realidad, una posibilidad o es una quimera. La metodología empleada en este trabajo es eminentemente cualitativa. En primer lugar, se realizó una revisión documental acerca del concepto ya mencionado y una revisión histórica de este. En segundo, se revisó el estado que guarda la alimentación y producción de alimentos en México y se analizó la posibilidad de ejercer una verdadera soberanía alimentaria. En los resultados se observa que a través del tiempo nuestro país ha ido perdiendo su soberanía alimentaria, y dadas las circunstancias actuales, por el momento parece muy complicado que pudiera ser una realidad. Por un lado, la población ocupada en el sector primario ha sufrido un drástico cambio: de 58.32 % del total en 1950 a solo 12.6 % en el año 2019, lo que dificulta totalmente la producción de alimentos; por otra parte, las políticas alimentarias actuales en materia de alimentación tampoco ayudan en este sentido, pues actualmente se pretende garantizar la alimentación de la población a través de la compra masiva de alimentos de cualquier parte del mundo, donde sea más barato, apoyando también solo la producción de la agroindustria de las empresas transnacionales, en lugar de apoyar el campo mexicano y reactivar la producción de autoconsumo.
