RESUMENLa fotogrametría terrestre innovó las técnicas topográficas tradicionales, tanto las de campo, como las de restitución. Ya en el último tercio del siglo XIX empezó a tener aplicaciones prácticas en el levantamiento de las series de los mapas nacionales a gran escala. En España, la fotogrametría terrestre fue tempranamente conocida, tanto en su vertiente teórica como práctica. Sin embargo, hasta la segunda década del siglo XX no empezó a utilizarse de forma masiva, concretamente en el levantamiento y restitución del Mapa del Protectorado de Marruecos y del Mapa Topográfico de España, ambos editados a escala 1:50.000. El ingeniero geógrafo José María Torroja y Miret fue uno de los principales introductores, difusores y organizadores de los trabajos fotogramétricos desde principios de siglo hasta los años treinta. A principios de la década de 1930 la fotogrametría aérea empezaba a desplazar a la terrestre, a la vez que impulsaba una notable automatización en los trabajos de gabinete. Sin embargo, la peculiar situación española en la posguerra hizo que el recurso a la fotogrametría terrestre perdurase hasta el año 1958.
There is consensus regarding the fact that urban green areas contribute to the quality of life of their inhabitants. Therefore, efficient city management must assess whether the population has access to green areas and the areas’ quality in relation to, for example, vegetation, facilities or furnishings. Therefore, the objective is to establish environmental justice of urban parks in Tarragona (Spain) by developing a Park Quality Index (PQI) and the sociodemographic characteristics (level of studies, Human Development Index –HDI–, home sale and rental prices) of the population living within 300 m of a park. To prepare this, a GIS-integrated Multi-Criteria Evaluation (MCE) was produced. The results show that the green areas have low accessibility and availability and that most parks obtain an average-low PQI, with the best-valued aspect being the vegetation and the worst being the facilities. Regarding the degree of environmental justice, a causal relationship between the PQI and the indicators used emerges. The average value of the home sale prices is the one that shows the greatest correlation. These results can be used together with participatory procedures as a basis for identifying places with greater inequality, and for selecting the more effective actions that enable increasing environmental justice with respect to green areas.
Enhancing urban heritage can benefit the local community, but development has a negative impact on both the landscape and the social environment. The Viñales Valley (Cuba) is a priority hub of tourism development where ecotourism and cultural tourism have rapidly increased. The lack of hotel accommodation has contributed to the growth of room rental in private houses in Viñales, a protected world heritage landscape. The aim of this study is to determine the impact of home stay tourism on Viñales, both in physical terms (modifications to housing and the urban landscape) and in social terms (the changes and 'benefits and losses' perceived by the owners/hosts of the homes available for rent). The inventory we made detected 392 rental homes and we interviewed 74 landlords. The most clearly negative results are that renting out accommodation for tourists is the direct cause of the reduction in urban green spaces, the use of new building materials or the emergence of modern architectural structures. In social terms, the management of tourist activity is principally shouldered by women, leads to changes to daily habits and transforms the home into a work space. Finally, this activity causes social problems because of the emergence of social differences.
RESUMEN:El año 2004, poco tiempo después de constituirse el primer gobierno tripartito en Cataluña, el Parlamento aprobaba la "Ley de mejora de barrios, áreas urbanas y villas que requieren una atención especial". Su gran volumen económico y sus características innovadoras lo han convertido en un instrumento muy efi caz para la regeneración integral de barrios y zonas urbanas especialmente degradadas urbanísticamente y con graves problemas sociales y económicos. En este contexto, la fi nalidad del presente artículo es analizar, comparar y evaluar la ejecución de dos planes concretos de aplicación de esta ley. Los dos casos aquí presentados son los de los barrios de La Mariola en Lleida y Campclar en Tarragona, dos polígonos residenciales con una problemática urbanística, económica y social bastante similar y, por lo tanto, comparables entre sí en la realización de sus respectivos Planes Integrales.Tras una breve mención al contexto normativo, el artículo se centra, en primer lugar, en el análisis empírico de los respectivos planes (objetivos, organigrama de gestión, inversiones por ejes). En segundo lugar, a partir de entrevistas a los agentes que han ejecutado el Plan y a vecinos y comerciantes, se realiza una evaluación de sus resultados en aspectos tales como su impacto en la transformación del barrio (en términos urbanísticos, económicos, sociales, ambientales y de imagen), su carácter integral, su dimensión innovadora, la posibilidad de aplicación en otros contextos y la importancia de la cooperación institucional y la participación ciudadana.
