In terms of construction and energy efficiency, Spain has one of the highest indexes of obsolete buildings among the developed countries. In the case of high-rise hotel buildings, this problem is further added to by the low levels of safety in the case of fire. The development of tourism in the 1950s and 60s led to the construction of a large number of high-rise hotels with 30+ floors. Initially, they conformed to lax, undemanding regulations regarding fire resistance in their structural components, fire escape routes, protected staircases, and so on. The requirements of today's regulations in this field, contained in the Basic SI Technical Building Code Document, often make the renovation of these buildings an impossible task. Installing specially protected staircases can entail traumatic modifications that are sometimes unviable due to structural conditions or economic considerations. Furthermore, the building's energy efficiency and CO 2 emissions do not correspond to environmentally-friendly practices. This paper examines the above questions with regard to the Hotel Tryp Gran Sol in Alicante, Spain. The hotel is 97 m high and has 31 floors. The integrated renovation of the hotel requires serious reflection upon the building's global response to personal safety, its envelope components and its air conditioning. Architectural solutions and the building's economic viability for future exploitation as an important element in the building's life cycle assesment (LCA) are discussed. Resumen Este trabajo identifica una metodología valuatoria adecuada para valuar espacios ecotecnológicos atípicos y la valoración de una hipotética vialidad solar proyectada en la ciudad de Tijuana, Baja California. Para ello se consideró una vialidad solar sobre la Ave. Revolución, desde la calle Benito Juárez hasta Ignacio Zaragoza, con una longitud de 975 metros lineales y que estaría proyectada con módulos de concreto y paneles solares interconectados para formar una red que surta de energía eléctrica los servicios públicos de la zona. La metodología identificada y aplicada es la del modelo AMUVAM que permite estimar un Valor Económico Total, integrado por variables económicas directas e indirectas y variables sociales. Para la ponderación de variables, primera etapa del modelo se realizaron 23 encuestas a expertos en las ciencias ambientales y urbanas, así como universitarios y profesionistas. En la segunda etapa, se investigaron precios unitarios para calcular los gastos en que incurre la vialidad y se calculó en base a las tarifas de la CFE y la energía producida un Valor de Uso Directo para tomarlo como valor pívot y llegar a un Valor Económico Total, el cual ascendió a 83, 150 000.00 (OCHENTA Y TRES MILLONES CIENTO CINCUENTA MIL PESOS 00/100 M.N.).
ResumenEl mando único policial, como antes la coordinación, levanta amplias expectativas. Pero ¿qué podemos esperar? La estadística descriptiva nos indica que no es sensato esperar reducción delictiva. No obstante, se cree pertinente hacer pruebas estadísticas más sólidas. Este trabajo hace inferencia acerca de la diferencia entre las medias delictivas en dos grupos de estados. Uno con mando único y/o coordinación policial o mayor cantidad de atenciones llevadas a cabo por la policía estatal. El segundo, con aquellos en los cuales no se observa lo especificado anteriormente. El resultado es que la incidencia delictiva media en ambos grupos es similar.Palabras clave: incidencia delictiva, delito, victimización, estadística delictiva, seguridad pública.
Las prácticas humanas irracionales sobre el medio ambiente hacen indispensable implementar medidas de protección, como la Reserva de la Biosfera del Alto Golfo de California y Delta del Río Colorado, para preservar el entorno natural y los hábitats, y así favorecer la diversidad biológica. En este trabajo se buscó determinar el soporte económico local, a través de la valoración de la vaquita marina, especie endémica en peligro de extinción que habita en la reserva, y también divulgar el proceso analítico en red, una metodología de valoración poco utilizada en el tema ambiental, que incorpora apropiadamente las interrelaciones en un esquema sistémico. El resultado arrojó que para proteger a la especie se requieren recursos adicionales a los poco más de dos millones setecientos cincuenta mil dólares estadounidenses al año, que es el valor de la vaquita. Para realizar el estudio no se contó con datos más amplios respecto a las actividades productivas en la zona, las implicaciones socioeconómicas de pesca y su impacto en la diversidad biológica. La originalidad y el valor de este trabajo radican en la metodología empleada y la interrelación que provee para el análisis. Economic valuation for the socio-environmental protection of the vaquita porpoise, an endemic speciesThe impact of irrational human practices on the environment makes it indispensable to implement measures, such as the Upper Gulf of California and Colorado River Delta Biosphere Reserve, in order to preserve the natural environment and habitats, and thus to promote biological diversity. The aim of this paper was to determine the local economic support through valuation of the vaquita porpoise, an endangered endemic species that lives in the reserve, as well as to disseminate the analytic network process, a valuation methodology little used in the environmental issue and which appropriately integrates interrelations into a systemic scheme. The result showed that for the purpose of giving protection to the species, resources additional to the little more than two million seven hundred and fifty thousand American dollars a year, which is the vaquita porpoise’s value, are needed. In carrying out this study, more comprehensive data concerning productive activities in the area, socio-economic implications of fishing and its impact on biological diversity were not available. This paper’s originality and value lie in the methodology used and the interrelation it offers for analysis.
