Resumo O objetivo deste artigo é mapear o cenário nacional de descentralização de recursos do governo federal para municípios brasileiros, via transferências voluntárias, por meio de programáticas ministeriais e de emendas parlamentares individuais dos deputados federais. Recorrendo ao método de pesquisa documental, fontes oficiais de informações foram acessadas, possibilitando a construção de banco de dados para análise e interpretação. Os resultados apontaram para uma distribuição heterogênea de recursos entre os municípios do Brasil. Além disso, o estudo concluiu que a taxa de liberação de propostas decorrentes de emendas parlamentares foi bem maior do que aquelas resultantes dos editais da própria programática dos ministérios.
The present study was the first to describe the 6MWD in healthy Portuguese people aged 18-70 years old and to propose predictive equations. These can contribute to improving the evaluation of Caucasian Mediterranean patients with diseases that affect their functional capacity.
A materialização das transferências voluntárias das esferas superiores aos entes subnacionais reveste-se de forte cunho discricionário e sua gestão dá ensejo à análise de múltiplas variáveis presentes neste cenário. Assim, este estudo tem por objetivo identificar correlações entre o volume de recursos provenientes de transferências voluntárias efetivamente repassadas, seja via emenda parlamentar ou não, para os municípios brasileiros, referente a propostas cadastradas no ano de 2012 e variáveis como a quantidade de eleitores por estado, quantidade de prefeitos da base aliada ao governo federal, quantidade de deputados federais da base aliada e o Índice de Desenvolvimento Humano. De natureza quantitativa, esta investigação valeu-se do método de pesquisa documental, utilizando dados oficiais do governo federal. Foram encontrados como principais resultados, uma intensa correlação entre o volume de recursos liberados e a concentração de eleitores, assim como entre o volume de recursos liberados e a origem partidária dos prefeitos que pleitearam estes recursos.Palavras-chave: Emendas parlamentares; Gestão pública; Transferências voluntárias.
VOLUNTARY TRANSFERS FROM THE NATION TO BRAZILIAN MUNICIPALITIES: IDENTIFICATION OF CORRELATIONS BETWEEN VARIABLES
ABSTRACTVoluntary transfers from the higher entities to municipal entities in Brazil is has a relevant discretionary nature, and the management of these projects gives rise to the analysis of multiple variables present in this scenario. Thus, this study aims to identify correlations between the number of resources from voluntary transfers effectively transferred, either via parliamentary amendment or not, to the Brazilian municipalities, regarding proposals registered in 2012, considering variables such as the number of voters by state, number of mayors who give support to the federal government, amount of federal deputies of the alliance and the Human Development Index. In this research quantitative research we used the documentary research method, using official data from the federal government. As main results were found a correlation between the volume of resources released and the concentration of voters, as well as between the volume of resources released, and the party affiliation of the mayors who requested these resources.
