Objetivando verificar a extensão dos diferenciais regionais de rendimentos sobre o mercado de trabalho, este artigo desenvolve uma análise comparativa para medir os principais elementos que diferenciam os rendimentos provenientes do trabalho entre as regiões metropolitanas de São Paulo (RMSP) e de Salvador (RMS). Com os dados da Pesquisa de Emprego e Desemprego (PED) para as duas regiões metropolitanas, buscou-se quantificar, pr meio da decomposição de Oaxaca, os diferenciais de rendimentos provenientes de distintas distribuições de atributos produtivos dos trabalhadores, separando-os dos diferenciais inerentes ao aspecto regional. Visando eliminar os possíveis vieses de seleção amostral, utilizou-se o procedimento de Heckman. Os resultados mostram um importante diferencial regional de rendimentos, para todos os agrupamentos de trabalhadores analisados, em favor dos trabalhadores da RMSP. Tais diferenciais de rendimento são decorrentes das sinergias vinculadas à maior concentração e aglomeração econômica da RMSP, relativamente à RMS. Observou-se ainda um diferencial significativo de rendimentos, também em favor dos trabalhadores da RMSP, decorrente da maior dotação dos atributos produtivos.
Este artigo aborda a questão do planejamento e gestão dos recursos hídricos, tema da maior relevância para o desenvolvimento econômico sustentável. Apresenta-se uma análise econômica criteriosa que busca delinear a melhor utilização conjunta dos recursos hídricos em uma perspectiva regional integrada, que leve em consideração não apenas os objetivos individuais de cada setor, mas principalmente os objetivos mais amplos de toda a sociedade, assim como esteja em consonância com o importante princípio dos usos múltiplos dos recursos hídricos. A barragem de Cristalândia, na bacia do rio de Contas, no Sudoeste do estado da Bahia, foi tomada para objeto deste estudo pela sua importância estratégica para o desenvolvimento dessa regi„o. Os recursos hídricos disponibilizados pela referida barragem, além de cumprir com a sua função nobre no atendimento da demanda ecológica, foram eficientemente alocados para o abastecimento urbano de Brumado – importante município da região – e para o abastecimento rural e animal na área de influência do projeto, bem como para suprir as necessidades dos outros setores estratégicos e grandes usuários dos recursos da água que s„o a agricultura irrigada e a geração de energia elétrica. Ao harmonizar e otimizar os interesses dos diversos setores usuários da água nessa regi„o e buscar uma gestão intersetorial simétrica e autosustentável dos recursos hídricos aí disponibilizados, o projeto multifuncional de Cristalândia cumpre o seu papel na medida que lega a base de recursos hídricos necessária para as futuras gerações.
Este trabalho analisa o importante contingente de pessoas com uma segunda ocupação na Região Metropolitana de Salvador (RMS). Fazendo uso da base de dados da Pesquisa de Emprego e Desemprego da Região Metropolitana de Salvador (PED-RMS), este artigo estudou a formação do rendimento da segunda ocupação, sob o ponto de vista econométrico, procurando estabelecer os princípios determinantes e condicionantes que levam os trabalhadores a buscar uma segunda atividade no mercado de trabalho. Além disso, este trabalho também analisou a participação dos trabalhadores na ocupação adicional, através de um modelo logit, visando destacar a contribuição dos principais elementos que influenciam a decisão de essas pessoas buscarem uma segunda inserção no mercado de trabalho. Os resultados econométricos revelaram que os trabalhadores mais propensos ao segundo emprego são as mulheres, os chefes de família e os assalariados, os quais são impelidos a procurar uma segunda ocupação basicamente em decorrência dos baixos ganhos no trabalho principal. De fato, essa fonte de rendimento adicional é um fator determinante que leva os trabalhadores a buscarem um segundo emprego no mercado de trabalho. No entanto, percebe-se também que a decisão do trabalhador em participar pela segunda vez na força de trabalho deve-se em muito ao nível de esforço (medido em horas dedicadas ao trabalho) que o mesmo aplica nessa ocupação adicional.
Este artigo levanta algumas questões sobre o uso adequado dos recursos hídricos superficiais em bacias hidrográficas internacionais e trata especificamente do caso da Bacia do Rio Paraná, a qual integra a Bacia do Prata, onde estão situados os principais países do Mercosul. Ao longo das margens do Rio Paraná estão localizados inúmeros centros urbanos, plantas industriais e empreendimentos agrícolas de irrigação que, além de captarem água desse manancial, se utilizam dele como corpo receptor para diluírem seus efluentes, contaminando, assim, suas águas com os mais variados poluentes e índices de concentração, os quais acabam sendo exportados para os países ajusante, principalmente para a Argentina e o Uruguai, principais parceiros do Brasil no Mercosul. Este trabalho analisa os desafios do Mercosul sob o ponto de vista do uso eficiente dos recursos hídricos e do meio ambiente, associados com o comércio entre os países membros, principalmente o Brasil, como grande usuário dos recursos hídricos, e chama a atenção para o fato que a utilização da água pelos múltiplos usuários na economia brasileira impõe custos sociais aos outros países, devido ao aumento nos custos de despoluição e uma menor disponibilidade hídrica, os quais não são levados em consideração no comércio entre esses países.
