Neste artigo são estimadas elasticidades-preço, elasticidades-cruzadas e elasticidades-dispêndio para 27 grupos de produtos a partir dos microdados da POF de 2002-2003. Para tanto, é usada a versão não-linear do sistema quase ideal de demanda (NL-AIDS). Os parâmetros do sistema são obtidos usando uma regressão aparentemente não-relacionada com iteração (ITSUR). A maioria das elasticidades-preço para produtos alimentícios apresentou valor absoluto menor do que 1. Os produtos nãoalimentícios, de uma forma geral, tampouco apresentaram alta elasticidade-preço e as elasticidades-dispêndio foram condizentes com o esperado.
This paper aimed to estimate price-elasticities, cross-elasticities and expenditure-elasticities for 27 groups of products in Brazil. Brazilian Household Budgets Research (POF) 2002-2003 microdata were used on the estimations of non-linear almost ideal demand systems (NL-AIDS). The parameters used in the NL-AIDS were previously estimated using iterated seemingly unrelated regressions (ITSUR). Most of the estimations showed that price-elasticities for food products are lower than one. On the other hand, non-food products did not show high price-elasticities. Expenditure-elasticities were in accordance with previous assumptions

ResumoO objetivo deste artigo é estimar a carga tributária indireta sobre os alimentos para dez estratos de renda selecionados, tomando como base a renda e a despesa total das famílias da região Sul do Brasil. Desta forma é possível verificar como os tributos indiretos sobre os alimentos incidem sobre o rendimento monetário e no padrão de consumo das famílias. Thus it can be seen as indirect taxes on foods affect the monetary income and consumption pattern of households. To reach the objectives proposed, will be used the Pintos-Payeras (2008) model. The database iscomposed by microdata from the Household Budgeting Survey (POF) 2008-2009 and the tax regulations of the country and the southern states of Brazil. The results show that indirect taxes on food in Southern Brazil is regressive when based on income and expenditure of household , ie , the poorest people pay proportionately more taxes and have their consumption pattern highest taxed ICMS (Brazilian value added tax) is the tax that contributes most to the regressivity.
Resumo: O presente artigo apresenta um estudo da atual incidência da carga tributária nos estados da região Sul do Brasil. Para estimar a carga tributária, foi utilizado o modelo desenvolvido na tese de doutorado "A carga tributária no Brasil e sua distribuição" Abstract:The main objective of this paper is to present a study of current tax burden distribution in the Southern states of Brazil. For this, it was used the model developed in the doctoral thesis "A carga tributária no Brasil e sua distribuição" by José Adrian Pintos Payeras. The database is composed by Household Budgeting Survey (POF) 2008-2009 microdata, considering the tax regulations of the country and southern states. The Lerman-Yitzhaki index shows that the direct tax burden is progressive, when taken into account the per capita household income ordering. However, municipal tax on properties (IPTU) is regressive.
