This paper uses propensity score matching to evaluate the effectiveness of CONAFE, a compensatory education program in Mexico, in improving student test scores and lowering repetition and failure rates. We find that CONAFE is most effective in improving primary school math learning and secondary school Spanish learning. Telesecundaria education and bilingual education for indigenous students are both shown to improve student achievement. CONAFE also lowers primary school repetition and failure rates. We conclude that this compensatory education program can effectively improve shortterm learning results for disadvantaged students, but that improvement varies by the subject of instruction and the demographic of student taught.
The objective is to analyze the impact of the COVID-19 pandemic on the dynamics of the Mexican labor market (formal-informal employment) by gender. It is built consistent micro-founded time-series from 1987:Q1 to 2019:Q4 using the Mexican urban employment surveys and estimate a VAR model linking aggregate production and each market segment. Our results suggest significant adverse effects on formal employment resulting from the COVID-19 pandemic, with lengthy job recovery for females and males. The informal sector in both genders presents a lower forecasted response to the initial production shock but substantial observed employment losses, potentially linked to structural changes in the market. In the COVID-19 crisis, the informal sector is not a substitute for formal employment losses. The complexity of this crisis suggests crafting policies to improve the easiness of the market to enhance formal job recovery while promoting gender equality. Our main contribution is to estimate the diverse employment losses by segments and a critical structural change in the labor market dynamics resulting from the COVID-19 pandemic focusing on urban employment.
Se analizan los determinantes del rendimiento académico en estudiantes de educación secundaria básica obligatoria en escuelas públicas y privadas en México, identificando también las fuentes de diferencias entre ambos sistemas educativos. Se emplean los datos de PISA 2012, se estiman los diferentes efectos tratamiento propuestos originalmente por Heckman y Vytlacil (2005) y se aplica al contexto de educación y aprendizaje desarrollado por Moreno (2009). Las estimaciones sugieren que existe un impacto positivo en cerrar la brecha educativa entre escuelas, de factores como el índice socioeconómico, la educación de la madre y en menor medida, la educación del padre, de igual manera, que la madre del alumno viva en casa. También, las estimaciones muestran evidencia de que existe un sesgo de selección hacia la pertenencia en un tipo de escuela, es decir, las características socioeconómicas de las familias de los alumnos son determinantes en la asignación de éstos entre escuelas públicas o privadas. Una potencial fuente de limitación es el diseño muestral de PISA, que no considera representatividad a nivel estatal o municipal. Una conclusión destacable desde la perspectiva de política pública es que la educación preescolar tiene un impacto positivo en el rendimiento académico y, además, reduce la brecha en los resultados de aprendizaje de estudiantes entre ambos tipos de escuela.
Objetivo: Analizar los determinantes de la evaluación en la calidad de los servicios de salud públicos y privados usando como caso de estudio el Área Metropolitana de Monterrey (AMM).
Material y métodos: A partir de un estudio cuantitativo-exploratorio que utiliza la información del estudio de percepción ciudadana “Así Vamos 2018” y cuyo diseño permite la representatividad a nivel estatal, municipal y por género en la población objetivo, se utilizan dos métodos estadísticos (análisis factorial y modelo de regresión Tobit) para identificar cuales características son valoradas en la percepción de calidad para cada servicio de salud, distinguiendo entre instituciones públicas y privadas. Posteriormente, se analiza como las variables de servicio que determinan esta evaluación de calidad.
Resultados: Las estimaciones sugieren diferencias significativas de los determinantes de calidad entre distintos servicios de salud: mientras para los usuarios del IMSS lo más importante esla “características de las instalaciones”, “horarios de servicio” y preponderantemente “acceso a medicinas”, para usuarios del Seguro Popular y servicios privados es la “atención del personaladministrativo”.
Conclusión: Los usuarios utilizan diferentes criterios para evaluar las alternativas de servicios de salud a las que tienen acceso, y por tanto esta discrepancia es fundamental al comparar la calidadofrecida por diferentes oferentes.
