Lockdown measures led to air pollution decrease in several countries around the world such as China and India, whereas other regions experimented an increase in pollutant concentrations. Northern South America (NSA) was one of those areas where pollution changed during lockdown due to high fire activity. This study aims to analyze, for the first time in NSA, the behavior of selected criteria air pollutants during the implementation of the SARS-CoV-2 lockdown in two high populated cities of the region: Bogotá and Medellín in Colombia. A set of tools including surface measurements, as well as satellite and modeled data were used. 24-hour average concentrations of PM 10 , PM 2.5 , and NO 2 were collected from air quality stations for the lockdown period ranging from February 21 to June 30, 2020. The Copernicus Atmosphere Monitoring Service (CAMS) was used to analyze the fire flux OC as a biomass burning (BB) indicator, and tropospheric NO 2 concentrations were retrieved from TROPOMI. The HYSPLIT model was used to analyze back trajectories and fire data were obtained from MODIS sensor measurements. Our analysis shows short-term background NO 2 , PM 10 , and PM 2.5 concentration reductions of 60%, 44%, and 40%, respectively, for the strict lockdown; and 62%, 58%, and 69% for the relaxed lockdown. Corresponding long-term reductions were of 50%, 32%, and 9% for the strict lockdown; and 37%, 29%, and 19% for the relaxed lockdown. Regional BB increased PM 2.5 concentrations by 20 μg/m 3 during the strict lockdown, and the Saharan dust event increased PM 10 concentrations up to 168 μg/m 3 in Bogotá, and 104 μg/m 3 in Medellín, bringing an additional risk of morbidity and mortality for population. Regional BB has several causes that need to be properly managed to benefit local air quality improvement plans. Future cleaner transport policies equivalent to reduced lockdown mobility could bring pollution close to WHO guidelines.
ResumenEn el artículo nos acercamos a la concepción del enfoque intercultural en la educación. Partimos del análisis de uno de los productos más importantes producidos desde que el sistema educativo peruano asumiera el enfoque intercultural. Resultado de ello, desde un enfoque decolonial, proponemos tres caminos que se debieran seguir si queremos que dicho enfoque no sea un coto para la población indígena y más bien se constituya en un proyecto emancipador de todos los peruanos: curricularizar el saber local, repensar la interculturalidad en territorios no solo étnicos, e imponer el aprendizaje de lenguas nativas en las escuelas no interculturales. Las investigaciones y acciones sanmarquinas forman parte del programa de Educación Intercultural Bilingüe para la Amazonía (Eibamaz) 2 , que priorizó su trabajo en tres campos: formación docente, producción de materiales e investigación aplicada. La importancia del trabajo en estos tres componentes radica en comprometer a los mismos miembros de las poblaciones indígenas en la elaboración de cuadros pictóricos de su entorno y de una cosmovisión que les represente. En el presente ensayo, se analiza la lógica mimética en la dramaturgia de César Vallejo. Se trata de una aproximación al más emblemático de sus textos teatrales: Colacho Hermanos. Estructuralmente, primero se aborda el dramatis personae de la pieza y se señala los rasgos de los dos principales personajes de la misma: los hermanos Mordel y Acidal. Luego, se trabaja los sentidos que adquiere la mímesis, mítica y colonial, en la que se ven incursos los personajes. Finalmente, ya situado en la lógica mimética colonial del poder, se analiza la idea con la que termina la pieza de Vallejo: fin a la farsa. Mímesis colonial, que desde la perspectiva vallejiana, caracterizó a la clase política latinoamericana servil al imperio. Palabras clave: Vallejo, Colacho Hermanos, mímesis, colonialidad, mythos.
El 2020 concluyó el proceso de licenciamiento, el mismo que faculta a las universidades peruanas su funcionamiento. Las primeras universidades públicas en licenciarse fueron las creadas en este nuevo siglo; algunas de las cuales tienen la denominación intercultural (Sunedu 2020). Siguiendo la política educativa de los últimos cincuenta años, la creación y, ahora, puesta en marcha de estas instituciones de educación superior busca atender, prioritariamente, a la población indígena, de modo especial a los pueblos originarios de la amazonia. Vale decir, que la universidad intercultural, es concebida como agencia que cobija y atiende a los grupos culturales y poblacionales colonizados. No obstante, el criterio ontológico reivindicador de su creación, en la compleja realidad socio-cultural de más de dos siglos de colonización promovida por el estado republicano, estas universidades interculturales están al servicio de la población colona; lo cual se evidencia en la cobertura de las vacantes de admisión y matrícula, en la lengua del cotidiano proceso enseñanza-aprendizaje y en muchas de las priorizadas prácticas culturales institucionales. Con el objetivo de atender a los estudiantes de educación secundaria en su idioma materno en instituciones situadas en entornos interculturales, el Ministerio de Educación viene implementando el aprendizaje del idioma originario. En las instituciones educativas situadas en las ciudades, donde esta realidad lingüístico-cultural pasó desapercibida por muchos años, esta política ha provocado el reclamo por parte de los docentes (Cadena Tv 2021). Los profesores, durante su etapa de formación inicial (en universidades e institutos monoculturales) no han sido preparados para afrontar la educación bilingüe, lo que debería incidir en la evaluación y replanteamiento de los actuales planes de estudio. Hoy, hay una labor articulada entre el Ministerio de Cultura (2015) y el Ministerio de Educación para comprometer a los gobiernos locales, regionales, la sociedad civil y las universidades en la implementación del enfoque intercultural. Esta labor multisectorial viene haciendo, principalmente por parte de los docentes, que lleven o desarrollen cursillos de corto y mediano alcance para el aprendizaje de las lenguas originarias. En el entorno regional de nuestra revista –la región Junín– por ejemplo, se han organizado cursos de asháninka, nomatsiguenga, quechua wanka, etc. El impacto de lo jurídico (Vargas, 2017) en las políticas lingüísticas, podemos verlo en el caso anterior; así como en el brote de las propagandizadas “sustentaciones de tesis” en lenguas originarias. La inclusión de certificar el dominio de una lengua originaria, y así cumplir con uno de los requisitos para la obtención de grado académico – principalmente de doctor – según la Ley 30220, ha beneficiado tanto a los hablantes nativos como a las instituciones que las enseñan. En la cultura educativa peruana el impacto de la interculturalidad no tiene precedentes. El confinamiento por la pandemia, por ejemplo; ha obligado al Estado a transmitir los contenidos curriculares en nueve idiomas (los más hablados) a través del programa Aprendo en casa (2021). En fin, los efectos de haber asumido e implementado el enfoque intercultural los veremos en las siguientes generaciones.
