En este artículo presentamos un análisis del problema de los recursos de uso común desde la perspectiva de la teoría de juegos. Después de definir las características que ocasionan que ciertos recursos sean de uso común, construimos un modelo formal que muestra la existencia de incentivos a su sobreexplotación y a la subinversión en su cuidado. Examinamos dos posibles instituciones para resolver este problema de incentivos. La primera, la privatización, posee propiedades de eficiencia enfatizadas por la microeconomía tradicional. La segunda es el manejo de los recursos por parte de un grupo delimitado de usuarios locales por un periodo de tiempo indefinido. Demostramos que, bajo ciertas condiciones, esta segunda institución también puede proveer incentivos adecuados para el manejo exitoso de los recursos.
La guarda en secreto del sentido del voto tiene un propósito doble, porque por una parte trata de proteger al elector contra posibles presiones, amenazas y represalias a efecto de que pueda determinar libremente el sentido de su voto y, por otra parte, tiende a evitar su comercialización, pues suprime la comprobación de haber votado en el sentido pactado en su compraventa, por lo que, consecuentemente debe permanecer oculto no sólo durante el instanteen que se deposita en la urna, sino extenderse al periodo de gestación de su sentido y al posterior de su emisión.La encuesta electoral es una práctica generalizada que atenta contra el carácter reservado del voto, dado que tratan de conocer por quien intenta votar, o a favor de quien votó, el elector, por lo que debiera prohibirse en materia electoral.
