El presente artículo de revisión de la literatura tiene como propósito principal hacer una contextualización teórica del concepto de reintegración y echar un vistazo al estado del arte concerniente a la reintegración económica en Colombia y otros países que han establecido acuerdos de Paz con grupos insurgentes. En la primera parte del documento, se conceptualiza el término reintegración, diferenciándolo de términos similares como reinserción, reconciliación y reincorporación. Luego, se realiza un análisis de la fase de reintegración económica en países como Burundi, Angola, Indonesia, Sudan, Costa de Marfil, la República Centroafricana, la República del Congo y el Chad, extrayendo experiencias y lecciones aprendidas de sus rutas de reintegración. Finalmente, se estudia la evolución de la estrategia de reintegración económica colombiana y cómo ha pasado de un enfoque centrado en el mercado a un enfoque centrado en las personas, gracias a la contextualización con las normas internacionales estandarizadas de DDR y con la producción académica sobre procesos DDR.
The profession of plant pathology strives to improve the health and safety of the public through improved plant health systems. This includes the benefits afforded by well-managed urban landscapes and abundant food and fiber. However, the proud glow of the profession of plant pathology has dimmed over the past 20 years to the point that some members of the American Phytopathological Society (APS), the principal professional society of plant pathologists in the United States, are not sure what a plant pathologist should know or what a plant pathologist is responsible for (Phytopathology News 30:162). Without a unified, positive direction for the profession of plant pathology, we will see continued dissolution of academic plant pathology departments to departments such as microbiology, ecology, and plant science. We lament that the public doesn't understand who we are, and we seek ways to change that public perception.Plant pathology can be divided into two major components: (i) the science of plant pathology, and (ii) the profession of plant pathology. The basic research discoveries that lead to the development of the scientific principles of plant pathology provide the foundation for the profession. The profession of plant pathology is the application of those scientific principles in production agriculture, forestry, and urban settings to benefit the public by safely reducing the negative impact of plant diseases.In the past, there was little need for separation of these two components. The science and profession of plant pathology were tightly aligned, and both were provided by the government through university and USDA research and extension programs. More recently, however, the profession of plant pathology has grown more privatized. Services that used to be provided by extension directly to the farmer are now sometimes provided by agrochemical industry advisors and independent advisors.When the profession of plant pathology is managed by the government (extension), plant pathologists are selected based upon their qualifications as established by government guidelines. Today, many individuals who diagnose and recommend plant disease management and control procedures may or may not have the necessary qualifications (knowledge) to responsibly practice within the profession of plant pathology. If the APS is the steward of both the science and the profession of plant pathology, it is the responsibility of APS to identify for the public those individuals who have the qualifications necessary to practice plant pathology. The Certified Professional Plant Pathologist (CPPP) program was developed for this purpose. The CPPP program promotes the profession of plant pathology and identifies for the public those individuals who possess the qualifications needed to practice the profession of plant pathology.While certification of professional plant pathologists is not the solution to our identity crisis, it is a significant step in solidifying our vision of the profession. El desarrollo de la investigación científica en las IES está vinculada a los investigadores, los profesores y los estudiantes, lo que nos obliga a considerar su abordaje en dos instancias diferenciadas: por un lado, a nivel de los estudiantes de grado y posgrado, y, por otro, a nivel de los profesores/ investigadores que trabajan en los mismos niveles (grado y posgrado).En la primera instancia, referida a los estudiantes, conviene precisar que los niveles de exigencia y calidad en su formación, son directamente proporcionales al grado académico en el que se insertan. Por ejemplo, a nivel de licenciatura el nivel de exigencia es mínimo, esperando que los estudiantes del nivel sean capaces de manejar principios metodológicos básicos y las técnicas mínimas que les permitan identificar un problema de investigación, diseñar una estrategia de abordaje y presentar los resultados con un mínimo de rigurosidad. Esto supone un esfuerzo doble que implica, por un lado, remediar la deficiencia y deformación investigativa con que ingresan los estudiantes a las IES (escasos conocimientos sobré qué hacer para recoger y sistematizar información primaria y secundaria; incorrecta utilización y citación de ideas y datos de otros autores; y muy poca capacidad para presentar resultados de forma sencilla y estructurada) y, por otro, proporcionar los conocimientos y generar las prácticas adecuadas para que aprenda a hacer investigación con un mínimo de exigencia de calidad a lo largo de su carrera en la universidad. A nivel de maestría, el nivel de exigencia de capacidad investigativa es más alto porque este nivel sigue siendo formativo aunque con un fuerte grado de investigación; los retos se presentan también a nivel remedial con los estudiantes que ingresan y, a nivel avanzado, con el manejo de métodos y técnicas básicas que
Retos y desafíos de los posgrados en las universidades públicas del Siglo XXI INTRODUCCIÓNEn las últimas décadas se ha visto un desplazamiento acelerado de la importancia de los grados académicos requeridos por nuestras sociedades. El papel central que jugaron en su momento las titulaciones de nivel medio, relacionadas con los maestros, peritos mercantiles, bachilleres en ciencias y letras, secretarias y otros similares, fue superado rápidamente por las titulaciones universitarias a nivel de licenciatura, que llegaron a ocupar un lugar importante en materia de realización profesional y prestigio social durante muchos años. El último cuarto del siglo XX mostró en nuestra región el auge de los posgrados a nivel de especialidades y maestrías, lo que vino a desplazar la importancia social y académica de las licenciaturas que pasaron a ser un peldaño más en la carrera educativa, similar al papel que jugaron en su momento los bachilleratos de nivel medio, ubicados como el paso necesario para ingresar a la universidad. En el inicio del siglo XXI se produce una especie de boom de los posgrados, el cual comienza a desarrollarse en diversas áreas del conocimiento, en unas más que en otras, y comienzan a ocupar un lugar importante los doctorados y, en sociedades más desarrolladas, los pos-doctorados. Los posgrados que aparecen con tanta fuerza en nuestras universidades comienzan a ser impulsados por profesionales visionarios, académicos comprometidos y autoridades consecuentes con la época e inician sus actividades casi en solitario, sin mayores regulaciones, sin inserción en la estructura académica y al margen de las facultades, las cuales eran vistas con recelo por no haber dado el salto a grados académicos superiores a la licenciatura.
