An increasing level of cooperation between public administrations nowadays on national, regional and local level requires methods to develop interoperable EGovernment systems and leads to the necessity of an efficient modeling of collaborative business processes and their implementation. In this paper a framework to systematically develop interoperable systems in the public sector is described. The methodology is motivated and explained on the basis of an E-Government reference model for the German Plan Approval Procedure. In this context it is described how cross-organizational business processes can be modeled and transformed to technical process models in the form of Web Service protocols. After a motivation for the need of interoperability frameworks and a description of related work, section 3 introduces the methodical interoperability framework. Further detailing the contents of this framework, section 4 presents a method for the creation of collaborative business processes on a conceptual level. Section 5 changes to the execution level and describes how to implement the conceptual models created before with Web Service protocols. Section 6 concludes the paper and gives an outlook on future research.
New forms of cooperation like collaborative business scenarios require a deep but flexible integration of enterprises. In order to manage inter-organizational business processes, existing concepts for business process management need to be adapted and extended. In this paper an approach is presented, that shows how cross-organizational processes can be planned and implemented. The approach in this article describes the conceptual preparation of CBPs independently from specific techniques used for execution. However, the authors consider the potentials of their execution offered by agents in comparison to other state of art techniques like WS-BPEL engines.
The idea of more flexible, modular system structures thanks to web service interfaces feed expectations towards a novel degree of business agility. However, the challenge of the information system community consists in developing methods and techniques to vest service-orientation with business concepts that deploy a SOA according to organizational requirements. This paper tackles this challenge by introducing Business Service Management as an interdisciplinary discipline for business-driven deployment of SOA. It approaches this ambitious objective by utilizing business processes as semiformalized representations of an enterprise's characteristics and requirements towards IT.

Increasing interconnection of organizations is a global trend. Independent organizational units or entire organizations build temporary or permanent collaborations, which pool resources, capabilities, and information to achieve a common objective (Sydow, 1993). New business models are emerging and existing ways of working are redesigned forming long running processes between various (external) partners—so called Cross- Organisational Business Processes (CBPs). In order to realize a collaborative scenario in an efficient and effective manner, it is necessary to design, manage, and optimize CBPs on a global level. This requires the externalization of internal information of every single partner in the network.
