This study analyzed the characteristics of flood damages and the effects of structural and non-structural flood damage mitigation measures in Korea. First, a theoretical discussion of the structural and non-structural measures to mitigate flood damages was used to select the variables and devise the hypotheses. An analysis was conducted using the Auto-Regressive Integrated Moving-Average (ARIMA) time series methodology, Korean socioeconomic data, and damage characteristics of major flood events. The effects of flood damage mitigation measures on the extent of flood damages were assessed using an intervention time series model. The major findings were that the intervention effects of structural and non-structural measures were statistically significant from 1958 to 2013 (a period of 55 years) and that while the former were ineffective at mitigating flood damages, the latter were successful in doing so. Based on the above findings, policy suggestions for future flood damage mitigation measures in Korea were offered. For structural measures, the government should manage its existing facilities, recover ecosystems of damaged rivers, and devise mitigation measures for urban areas. For non-structural measures, the government should enhance its flood forecasting capacity, revise laws related to flood control and prevention, and update and rationalize land-use plans.
Green city is a city seeking for transition from a traditional city paradigm to a sustainable city based on the principles of nature as circulation, coexistence and balance in a response to climate change. Cheongju City has been trying to find its identity as a green capital of Korea, and attempts to develop the policy packages to build the green capital in response to climate change. This study intends to analyze a transition master plan for the green city and to set policy priorities through governance. This study employs participatory approaches including focus group interviews, experts' advisory meetings, and survey. This study also develops indicators to evaluate the importance of the values of green city through an expert Analytic Hierarchy Process (AHP) survey method. Then, set policy priorities of green city based on the evaluation results. The vision and strategies were derived through consecutive group discussions between various stakeholders consisted of professors, NGOs, and local government officials for several months. The vision was composed of ten strategies, for example, building circular networks of local material and establishing community-based economic system etc. This study has set policy priorities based on the evaluation of green city's values of each policy. It is found that the top five policies were building Moosim-chon, river of life and citizens forests, diagnosis and innovation of administration system, mapping biotope and climate, operating carfree streets and building 1000 pocket parks.
: Eco-village has been regarded as an alternative to accomplish sustainable development for rural village. This study has intended to develop comprehensive planning indicators to establish an eco-village based on such aspects of sustainable development as economy, environment, and society. To reach this objective, this study has set up six goals as follows: 1) ecological production activities for agriculture, 2) resource circulation and energy independence in the economic domain; 3) building cultural and historical succession and community activation, and 4) living together with surrounding regions in social domain; and 5) maintaining environmental habitat, and 6) restoring natural ecosystem in environmental domain. Based on these goals, this study has developed the planning indicators to build an eco-village through case study, literature review, survey for suitability, and factor analysis. This study has found 17 strategies and 47 planning indicators in accordance with the six goals.
