Primary health care has been recognized as a critical strategy for improving population health in developing countries. This paper investigates the effect of primary care physicians on the infant mortality rate in Brazil using a dynamic panel data approach. This method accounts for the endogeneity problem and the persistence of infant mortality over time. The empirical analysis uses an eight-year panel of municipalities between 2005 and 2012. The results indicate that primary care physician supply contributed to the decline of infant mortality in Brazil. An increase of one primary care physician per 10,000 population was associated with 7.08 fewer infant deaths per 10,000 live births. This suggests that, in addition to other determinants, primary care physicians can play an important role in accounting for the reduction of infant mortality rates.
RESUMOO presente artigo analisa a importância das patentes para o meio acadêmico no Brasil, referindo-se à literatura sobre intellectual property right theory. Inicialmente, são abordadas algumas questões teóricas relativas às patentes e, em seguida, às leis que regem a operacionalização desse mecanismo nas universidades no Brasil, Estados Unidos e Alemanha, evidenciando alguns dados a esse respeito. O artigo apresenta determinadas influências das patentes sobre as universidades e o setor privado, e algumas sugestões de políticas são inferidas, como: i) melhoria da infra-estrutura de informações sobre patentes e sua transposição ao mercado;ii) maior incorporação dos pesquisadores nas estratégias de exploração comercial; iii) orientação das atividades de pesquisa à demanda do mercado; iv) cooperação de empresas em áreas de pesquisas intensivas em P&D; v)
Populations show spatial-temporal fluctuations in abundance, partly due to random processes and partly due to self-regulatory processes. We evaluated the effects of various external factors on the population numerical abundance of curimba Prochilodus lineatus in the upper Paraná River floodplain, Brazil, over a 19-year period. Panel data analysis was applied to examine the structure of temporal and spatial abundance while controlling auto-regressive processes and spatial non-homogeneity variances that often obscure relationships. As sources of population variation, we considered predation, competition, selected abiotic variables, construction of a dam upstream of the study area, water level and flood intensity during the spawning period. We found that biological interactions (predation and competition) were not significantly related to variations in curimba abundance; specific conductance was a space indicator of abundance, apparently linked to the biology of the species; intensity of floods determined inter-annual variation in abundances; Porto Primavera Dam negatively impacted the abundances at sites in the floodplain directly affected by discharges from the dam. Panel data analysis was a powerful tool that identified the need for intense flooding to maintain high abundances of curimba in the upper Paraná River. We believe our results apply to other species with similar life strategy.Keywords: Abiotic conditions, Biological interactions, Dam, Floodplain, Flood pulse.As populações apresentam flutuações espaço-temporais em abundância devido a processos aleatórios e auto-regulatórios. Nesse trabalho avaliamos efeitos de vários fatores sobre a abundância da curimba, Prochilodus lineatus, em cinco ambientes da planície de inundação do alto rio Paraná, Brasil, durante 19 anos. A análise de dados em painel foi utilizada por examinar variações espaço-temporais na abundância considerando processos auto-regressivos e variâncias espacialmente heterogêneas, que por vezes dificultam a identificação das relações. Como fontes de variação na abundância da curimba foram consideradas: predação, competição, variáveis abióticas selecionadas, construção da barragem de Porto Primavera, nível da água do rio Paraná e intensidade de cheia no período reprodutivo. Foi identificado que predação e competição não foram significativamente associadas às abundâncias da curimba; condutividade específica foi indicadora espacial da abundância; intensidade das cheias foi determinante de variações interanuais na abundância; barragem de Porto Primavera influenciou, negativamente, a abundância em corpos d'água diretamente afetados. A análise de dados em painel mostrou ser uma poderosa ferramenta preditiva, que possibilitou identificar a necessidade de cheias intensas para manutenção de elevadas abundâncias de curimba no alto rio Paraná. Acreditamos que o mesmo seja válido espécies de peixes que apresentam estratégia de vida similar.
RESUMO O presente trabalho apresenta um modelo teórico de quatro setores que endogeiniza o setor fi nanceiro da economia submetendo-o às decisões das famílias e do governo. Como resultado, temos que as variáveis monetárias taxa de juros, política de reservas bancárias e imposto infl acionário infl uenciam o crescimento econômico. Essa relação foi estimada para a economia brasileira a partir da metodologia de Vetores Auto-Regressivos (VAR) e dos testes de exogeneidade fraca e forte. Esses testes revelaram que a taxa de juros e o imposto infl acionário possuem uma relação endógena com a taxa de crescimento da economia e afetam somente a sua variabilidade. No entanto, a política de reservas bancárias apresentou-se como exógena, tendo efeitos permanentes sobre essa mesma taxa. Em resumo, a política de reservas bancárias determina o montante de empréstimos da economia, que conseqüentemente infl uencia o crescimento econômico. Nossas estimações indicaram que a elevação em 10 pontos percentuais na alíquota de reservas bancárias reduz a taxa de crescimento da economia em até 1,2%. As a result, the long run economic growth is infl uenced by monetary variables like the size of bank reserves, interest rates and infl ationary tax. This model was empirically estimated through Auto-regressive Vector (VAR) and submitted to exogeneity tests. The results were that interest rate and infl ationary tax are endogenously related to economic growth and affect only its variability. However, the bank reserve policy is exogenous to this variable and showed to have permanent effect on it, more specifi cally, in sum, the reserve bank policy set the amount of loan in the economy and it infl uences economic growth. Our estimation indicates that the rise of the bank reserve in 10 points might reduce the economic growth rate as much as 1.2%.
This article uses a quasi-Mincerian approach to verify whether the concentration of college-educated individuals employed in the business support services sector and in the own sector contributes to increased productivity in other sectors of the economy. We estimate the returns to education using data from the 2008 US Current Population Survey (March supplement) and from the 2008 Brazilian household survey. This article finds evidence of a positive and significant human capital sectorial spillover effect, which is consistent with Acemoglu's (1996) conjecture. The sectorial concentration of highly educated workers contributes to increase wages for all workers. This study also finds evidence of increasing returns to education in Brazil and diminishing returns to education in the United States. This finding may be explained by differences in supply of skilled workers in both economies. In addition, the short supply of highly skilled workers in Brazil likely explains the importance of the spillover effect from the business supporting sector.
O objetivo deste artigo é apresentar uma explicação teórica econômica para a existência da corrupção. Este artigo apresenta uma síntese sobre duas teorias que explicam a corrupção nos países. A primeira tese a ser apresentada do ponto de vista histórico tem por base a teoria do “Estamento Burocrático”, de Raymundo Faoro. Esta teoria prevê que o inchaço da máquina pública através de concessões de cargos e criação de órgãos para acomodar o apoio político gera um estamento que utiliza, em segunda instância, estes mesmos cargos públicos em proveito privado. Este proveito privado é feito através de criação de barreiras institucionais que permitem ganhos econômicos a grupos seletos, conforme Bain (1956). Portanto, estas teses explicam a corrupção como sendo uma atividade econômica que precisa ser combatida também do ponto de vista econômico.
