Overfishing and environmental degradation from fishing activities result in changes in aquatic ecosystems, and almost all fishing gears could cause habitat damages. This study attempted to evaluate the impact of different fishing gears utilized by traditional fishermen on the fish resources and their habitats and formulate an environmenttal friendly fishing fisheries concept. Data collection used two approaches, through a long-term catch analysis and a direct field observation on the fishing process. Results found that several fishing gears used were potential to cause damages on bottom habitats due to the operational technique and the treatment to the gear itself. Beside that, some gears were also potential to unbalance the stability and the the sustainability of the fish resources due to the utilization of excessively small-sized mesh. Based on the internal factor analysis strategy (IFAS) and the external factor analysis strategy (EFAS), the use of fish traps, circling gill nets, and turtle targeting hand lines in the coral reef area were potential to cause direct negative impact on the coral reefs and the sustainability of the fish resources.Keywords: impact, habitat damage, resources damage, over fishing, selectivity. Kelebihan tangkap dan degradasi lingkungan dari kegiatan perikanan mengakibatkan perubahan ekosistem perairan dan hampir semua alat tangkap ikan dapat menyebabkan kerusakan habitat. Penelitian ini bertujuan mengevaluasi dampak alat tangkap yang digunakan oleh nelayan di perairan pantai Tabukan Tengah, Kabupaten Kepulauan Sangihe terhadap sumberdaya dan lingkungan dan merumuskan konsep kebijakan pengembangan perikanan tangkap yang ramah lingkungan. Pengumpulan data dilakukan menggunakan dua pendekatan yakni menganalisis hasil tangkapan untuk jangka waktu yang panjang dan pengamatan langsung terhadap proses penangkapan ikan. Hasil menunjukkan bahwa beberapa alat tangkap yang digunakan berpotensi merusak habitat dasar perairan karena tehnik pengoperasiannya dan perlakuan terhadap alat tangkap tersebut. Di samping itu, beberapa jenis alat tangkap berpotensi merobah stabilitas dan keberlangsungan sumberdaya ikan karena penggunaan mata jaring berukuran sangat kecil. Berdasarkan strategi analisis faktor internal dan strategi analisis faktor eksternal, maka penggunaan bubu ikan, jaring insang lingkar, jala lempar dan ladung penyu di daerah terumbu karang memiliki dampak negatif bagi terumbu karang dan keberlanjutan sumberdaya ikan. The hydrodynamic resistance of small pot traps has been conducted in order to establish some basic information. The specific objectives of the study was to measure the hydrodynamic force and estimate the critical setting condition for traps. Five types of traps with different materials were used in the experiment: a netted semi-cylinder shape, a wire semi-cylinder shape, a heart shape, a box shape, and a cylinder shape. The hydrodynamic force of each trap was measured in a flume tank. Flow speeds in the flume tank were 0.1, 0.2, 0.3, 0.4, and 0.5 m/s. Attack angles for this study were 0, 15, 30, 45, 60, 75, and 90 degrees. At an attack angle of 0 degrees the main axis of the trap was parallel to the water flow and at 90 degrees it was vertical. The values of the hydrodynamic drag coefficient varied with traps: netted semi-cylinder shape, 2.75-5.96; wire semi-cylinder shape, 2.81-4.49; heart shape, 2.77-3.66; box shape, 2.39-2.97; and for cylinder shape, 3.57-3.67. The flow speed (0.5 m/s) was effective to set the netted semi-cylinder, wire semi-cylinder, box, and cylinder shaped traps. The same flow speed applied to the heart-shaped trap was only effective to a maximum of 30 degrees attack angles and below.
Pancing ulur tuna telah digunakan secara luas oleh nelayan di Laut Sulawesi dan sekitarnya untuk menangkap ikan pelagis besar dengan kapal-kapal ukuran kecil. Walaupun konstruksinya telah berkembang sejak lama, tetapi masih memiliki potensi untuk meningkatkan efisiensi penangkapan dan selektivitasnya. Keberhasilan penangkapan tuna hand line, di samping dipengaruhi oleh umpan, juga dipengaruhi oleh teknik pengoperasian. Oleh karena itu, penelitian ini bertujuan untuk mempelajari hasil tangkapan tuna hand line dengan teknik pengoperasian yang berbeda di perairan Maluku. Penelitian ini dilakukan pada bulan September-November 2014 dengan menggunakan KM. Coelacanth dan KM. Melati 27, masing-masing sebanyak 6 trim. Dua teknik pengoperasian tuna hand line yang berbeda adalah 1. umpan alami pemberat batu dan tinta cumi (KM. Coelacanth), 2. umpan alami dengan kantong hambur (KM Melati 27). Hasil tangkapan KM. Coelacanth sebanyak 111 ekor madidihang (Thunnus albacares), 28 ekor tuna mata besar (Thunnus obesus), 14 ekor marlin (Makaira sp.), dan 8 ekor layaran (Istiophorus sp). Hasil tangkapan KM. Melati 27: 101 ekor madidihang dan 9 ekor tuna mata besar. Hasil analisis uji t terhadap jumlah tangkapan menunjukkan bahwa penggunaan umpan alami berpemberat batu dan tinta cumi tidak berbeda nyata dengan hasil tangkapan menggunakan umpan alami kantong hambur.
Gill net is a fishing gear set vertically underwater to ambushed off the fish swimming direction. The fish are caught by means of gill trapped or body entangled. One of the gill fishing ground is in Malalayang Dua, Manado. This study was aims to knowing the species composition of bottom gill net with mesh size of 3 inches, 3½ inches, and 4 inches, comparing the catch number and individual size caught in different mesh size, and knowing how they were caught. The study used a descriptive method based on a case study. Results showed that the catches were dominted by parrotfish (Scarus sp.), 26 individuals, followed by surgeonfish (Achanthurus pyroferus), 21 individuals, butterflyfish (Zanclus cornutus), 8 individuals, and other species, less than 5 individuals. The fish caught in the mesh size of 3 inches were 60 individuals, 3½ inches were 29 individuals, 4 inches were 2 individuals. The parrotfish were dominantly caught in the mesh size of 3 inches, 17 individuals, tangs in 3 inches, 13 individuals, and the butterflyfish in 3 inches, 7 individuals. The heaviest fish caught in the mesh size of 3½ inches was 2.74 kg for parrotfish, 1.55 kg for surgeonfish and 5.1 kg for goatfish.Keywords: bottom gill net, catch composition, size, number of catches. AbstrakJaring insang adalah jaring yang dipasang tegak lurus dalam air untuk menghadang arah renang ikan. Jaring insang dasar merupakan salah satu alat tangkap yang pengoperasiannya digemari oleh nelayan-nelayan yang dilakukan didaerah tertentu (certain area) tangkapan sehingga diharapkan semua ikan ataupun yang berada pada area dapat tertangkap. Salah satu daerah penangkapan ikan dengan jaring insang adalah Malalayang Dua Kota Manado. Penelitian ini bertujuan untuk mengetahui komposisi hasil tangkapan jaring insang dasar yang berukuran mata 3 inci, 3½ inci dan 4 inci, membandingkan komposisi jumlah dan ukuran hasil tangkapan dari ukuran mata jaring yang digunakan, dan mengetahui bagaimana cara tertangkapnya ikan pada berbagai ukuran mata jaring. Jenis ikan kakatua (Scarus sp) mendominasi hasil tangkapan sebanyak 26 ekor, diikuti oleh ikan butana (Achanthurus pyroferus) sebanyak 21 ekor, ikan kupu-kupu (Zanclus cornutus) sebanyak 8 ekor sedangkan jenis lainnya tertangkap kurang dari 5 ekor. Jumlah hasil tangkapan yang diperoleh ukuran mata 3 inci 60 ekor,ukuran mata 3½ inci yaitu 29 ekor, dan ukuran mata 4 inci hanya 2 ekor. Komposisi jumlah hasil tangkapan ikan Kakatua didominasi oleh mata jaring ukuran 3 inci yaitu 17 ekor, pada ikan Butana didominasi oleh mata jaring 3 inci yaitu 13 ekor, dan untuk ikan kupu-kuu didominasi oleh mata jaring 3 inci dengan jumlah 7 ekor. Kabupaten Kepulauan Sangihe termasuk wilayah yang berbatasan langsung dengan negara lain yaitu Philipina dan juga mempunyai karakteristik wilayah perairan yang memiliki keragaman sumberdaya hayati yang bernilai ekonomis tinggi. Permasalahan yang dihadapai saat ini adalah masih maraknya kegiatan illegal fishing yang terjadi baik dilakukan oleh kapal ikan asing ataupun kapal ikan Indonesia. Tujuan dari penelitian ini adalah menganalisis stakeholder prioritas dan faktor-faktor penting dalam pengawasan kegiatan illegal fishing. Metode analisis yang digunakan adalah Analisis AHP (Analisis Hirarki Proses) yaitu untuk menentukan stakeholder prioritas dan faktor-faktor prioritas dalam pengawasan kapal perikanan dan meningkatkan strategi penerapan kebijakan yang tepat dalam kegiatan pengawasanillegal fishing di wilayah perairan Kabupaten Kepulauan Sangihe. Hasil penelitian ini menunjukan bahwa pemerintah pusat menjadi stakholder prioritas dalam pengawasan kegiatan illegal fishing di perairan Kabupaten Kepulauan Sangihe, yang didukung oleh kegiatan penegakan hukum dan peran dari pemerintah daerah. Faktor-faktor penting dalam pengawasan kegiatan illegal fishing yaitu ketersediaanya sarana, prasarana pengawasan dan anggaran pengawasan serta ditunjang dengan sumber daya manusia pengawas yang terampil dan juga sosialisasi peraturan sehingga kegiatan pengawasan kapal perikanan dapat berjalan dengan optimal.Title: Analysis of Fishing Vessel Supervision on Illegal Fishing Control in the Waters of The Regency of Sangihe Islands, IndonesiaThe regency of Sangihe Islands belongs to an area directly bordering with the neighborhood country, the Philippines and also possesses a typical marine waters with diverse highly economic living resources. Recent problem is illegal fishing practices done by either Indonesian or foreign fishing vessels. Analyze stakeholder priorities and important factors in controlling the illegal fishing activities. The study used a Hierarchy Process Analysis to determine the priority stakeholders and the priority factors in fishery vessel supervision and develop the appropriate policy implementation strategy in illegal fishing surveillance activities in the territorial waters of Sangihe Islands Regency. Results indicated that the Central Government became the priority stakeholder in supervising the illegal fishing in the waters of Sangihe Islands regency, supported by law enforcement activities and the role of the local government. Important factors in the supervision of illegal fishing activities are availability of facilities, monitoring infrastructure and supervision budget and supported by skilled human resources supervisor and also socialization of regulation so that fishery supervision activity can run optimal.
